This topical volume covers the intersection between transport and climate change, with papers from the 'Transport & Climate Change' session of the RGS-IBG conference in London, September 2010. It considers the role of transport modes at varying spatial dimensions and a range of perspectives on the relationship between transport and climate change.
Though the impact of climate change will most likely be greatest with the already poor and vulnerable populations in the developing world, much of the writing about the costs and benefits of different policies to reduce greenhouse gas (GHG) emissions is by Western scholars, working in advanced industrialized economies. Drawing the majority of its contributions from authors based at Indian universities and other research centers, India and Global Climate Change provides a developing world perspective on the debate. With a population of over one billion, and an economy that is undergoing substantial restructuring and greatly increased economic growth after a number of years of stagnation, India has an exceptional stake in the debate about climate change policy. Using the Indian example, this volume looks at such policy issues as the energy economy relationships that drive GHG emissions; the options and costs for restricting GHG emissions while promoting sustainable development; and the design of innovative mechanisms for expanded international cooperation with GHG mitigation.
The Transportation Research Board (TRB) and the Division on Earth and Life Studies (DELS) have released the pre-publication version of TRB Special Report 290, The Potential Impacts of Climate Change on U.S. Transportation, which explores the consequences of climate change for U.S. transportation infrastructure and operations. The report provides an overview of the scientific consensus on the current and future climate changes of particular relevance to U.S. transportation, including the limits of present scientific understanding as to their precise timing, magnitude, and geographic location; identifies potential impacts on U.S. transportation and adaptation options; and offers recommendations for both research and actions that can be taken to prepare for climate change. The book also summarizes previous work on strategies for reducing transportation-related emissions of carbon dioxide--the primary greenhouse gas--that contribute to climate change. Five commissioned papers used by the committee to help develop the report, a summary of the report, and a National Academies press release associated with the report are available online. DELS, like TRB, is a division of the National Academies, which include the National Academy of Sciences, National Academy of Engineering, Institute of Medicine, and National Research Council.

This book brings together diverse perspectives concerning uncertainty and climate change in India. Uncertainty is a key factor shaping climate and environmental policy at international, national and local levels. Climate change and events such as cyclones, floods, droughts and changing rainfall patterns create uncertainties that planners, resource managers and local populations are regularly confronted with. In this context, uncertainty has emerged as a "wicked problem" for scientists and policymakers, resulting in highly debated and disputed decision-making. The book focuses on India, one of the most climatically vulnerable countries in the world, where there are stark socio-economic inequalities in addition to diverse geographic and climatic settings. Based on empirical research, it covers case studies from coastal Mumbai to dryland Kutch and the Sundarbans delta in West Bengal. These localities offer ecological contrasts, rural–urban diversity, varied exposure to different climate events, and diverse state and official responses. The book unpacks the diverse discourses, practices and politics of uncertainty and demonstrates profound differences through which the "above", "middle" and "below" understand and experience climate change and uncertainty. This open access book discusses the impact of human-induced global climate change on the regional climate and monsoons of the Indian subcontinent, adjoining Indian Ocean and the Himalayas. It documents the regional climate change projections based on the climate models used in the IPCC Fifth Assessment Report (AR5) and climate change modeling studies using the IITM Earth System Model (ESM) and CORDEX South Asia datasets. The IPCC assessment reports, published every 6–7 years, constitute important reference materials for major policy decisions on climate change, adaptation, and mitigation. While the IPCC assessment reports largely provide a global perspective on climate change, the focus on regional climate change aspects is considerably limited. The effects of climate change over the Indian subcontinent involve complex physical processes on different space and time scales, especially given that the mean climate of this region is generally shaped by the Indian monsoon and the unique high-elevation geographical features such as the Himalayas, the Western Ghats, the Tibetan Plateau and the adjoining Indian Ocean, Arabian Sea, and Bay of Bengal. This book also presents policy relevant information based on robust scientific analysis and assessments of the observed and projected future climate change over the Indian region.
Transportation contributes to roughly a fifth of greenhouse gas emissions, and as a growing sector of the economy, its contribution to climate change, if remained unchanged, could even grow. This is particularly true in the developing world, where the growth rates of air and ship transport are expected to exceed those of the EU, and worldwide objectives to curb greenhouse gas emissions by 2050 by sixty to eighty percent could be placed in serious jeopardy. This book addresses the key issues of controlling transportation growth and identifying and implementing measures that would significantly reduce the emissions of greenhouse gases from transport while maintaining its vital role in generating prosperity and mobility for future generations. This book describes the challenge that transport constitutes today as well as its role in the future for climate policy. It will discuss and provide hands-on suggestions for transportation policy that will mitigate the greenhouse gas emissions from transport. The book is organized into five parts. Part One presents an overview of transport and climate policy in the context of the recent economic crisis. A new social accounting matrix (SAM) for the Indian economy is presented in this book. It addresses the need for an up-to-date and detailed SAM for India which classifies household incomes by sources of income from different occupations. It distinguishes 60 sectors of production and six categories of occupational households separately for rural and urban areas.
The National Transport Development Policy Committee (NTDPC) was constituted by the Government of India to formulate a long-term transport blueprint for the country. The NTDPC Report -- designed as a five-volume set, of which this is Volume I -- comprehensively examines all aspects of the Indian transport sector and recommends appropriate policies for governments in developing this crucial sector to enable an average annual growth rate of 8-9 per cent for the Indian economy over the next two decades. The horizon is year 2032, two decades from the beginning of the country's 12th Five Year Plan to the end of its 15th. It will be of interest to researchers and students of development studies; transportation and infrastructure studies; governance and public policy; and economics as well as policymakers, economists, public and private sector companies concerned with Indian infrastructure sectors, banks and financial institutions.
