During the 1990s there were two major developments to the Common EU Maritime Transport Policy (CMTP): the establishment of European Union policies on safe seas and on shortsea shipping respectively. This book critically analyzes and appraises these and other developments to the CMTP in this period, while also studying policy Europeanization. It focuses on both the economic environment of maritime transport and the interaction of policy makers and organized interests during the policy-making process, with an emphasis on the political dimensions. By developing an innovative economic model, the book examines the ways in which governmental and non-governmental policy makers and their ideas interact within the EU's structure and dynamics, and shows how these factors account for why, when and how the specific common EU policy has developed.
The EU Commission has set the goal of facilitating a competitive transport system, increasing mobility and supporting growth while simultaneously reaching a target of 60 per cent emissions reductions by 2050. Heritier, Kerwer, Knill, Lehmkuhl (all with the Max Planck Project Group, Common Goods: Law, Politics, and Economics), Teutsch (European Union Department of the German Federal Ministry of Labour and Social Affairs), and Douillet (Ecole Normale Superieure de Cachan) combine efforts in this study to develop a theoretical and conceptual framework for studying the impact of European policies on member states. Recent decades have seen a rise in the significance of governance layers beyond the nation state and even Europe. Nonetheless, few efforts have been made thus far to systematically examine the EU’s interaction with global policy regimes. This book maps the relative importance of EU policies in the multi-level global governance system, in comparison with national and global activities. It provides a unique comparative analysis of the EU’s capacity for projecting its policies outward. Focusing on trade policy, agriculture, food safety, competition, social rights, environmental policy, transport, migration, nuclear non-proliferation, or financial regulation, each chapter contributes to a better understanding of the EU’s role in shaping global policies, the mechanisms it uses and the conditions leading to success or failure. The contributors’ comparative research highlights that policy export is a demanding phenomenon that faces severe limitations and frequently comes with drawbacks. Still, EU policy export played a key role in shaping the rules of the global trade regime and influenced global policy outcomes – at least to a minor extent or in technical aspects – in the majority of the covered policy areas.
