Transformation should lie at the heart of our new approach to defense. The development of transformational capabilities, processes, and force structures should be given strategic focus to meet the principal challenges under our defense strategy. India is already ceased with the necessity of transformation albeit without any documented national security guidelines or operating instructions, which are legislated or have the validation of at least the 'Cabinet Committee on Security'(CCS). In other words the first step would be to create a draft security strategy based on many assumptions, like the foreign policy or the cumulative emerging threat scenario as appreciated by the Defence Intelligence Agency(DIA). This well researched book is a result of the project allotted by the USI under the Field Marshal K. M. Cariappa chair. The book is therefore more as an idea or a theoretical construct, basically to bring in more clarity to the various options available for this great transformation of the Indian military. The author has deliberated upon various landmarks of transformation milestones achieved so far by the three services and given recommendations to further build upon ongoing modernization plan and shift to a higher plane of transformational activities.

India is growing into one of Asia’s most important military powers. Its defence budget has more than doubled in the past decade, and it imports more arms than anyone else in the world. But India is still seen as a land power focused on long, disputed and militarised borders with Pakistan and China rather than the global military force it was in the first half of the twentieth century under British rule. Is this changing? India is acquiring increasing numbers of key platforms – aircraft carriers, amphibious ships, refuelling tankers and transport aircraft – that are extending its reach to the Indian Ocean littoral and beyond. But most accounts of this build-up have been impressionistic and partial. Indian Power Projection assesses the strength, reach and purposes of India's maturing capabilities. It offers a systematic assessment of India’s ability to conduct long-range airstrikes from land and sea, transport and convey airborne and amphibious forces, and develop the institutional and material enablers that turn platforms into capabilities. It draws extensively on the lessons of modern expeditionary operations, and considers how India’s growing interests might shape where and how it uses these evolving capabilities in the future. This study finds that Indian power projection is in a nascent stage: limited in number, primarily of use against much-weaker adversaries, and deficient in some key supporting capabilities. India’s defence posture will continue to be shaped by local threats, rather than distant interests. Indian leaders remain uncomfortable with talk of military intervention and expeditionary warfare, associating these with colonial and superpower excess. But as the country’s power, interests and capabilities all grow, it is likely that India will once more find itself using military force beyond its land borders.

In 1945, the Indian British XIV Army inflicted on the Imperial Japanese Army in Burma the worst defeat in its history. That campaign, the most brilliant and original operational maneuver conducted by any British general in the twentieth century, largely forgotten until now, is a full and fresh account utilizing a full range of materials, from personal accounts to archival holdings—including the bits the official historians left out, such as the attempt by a jealous British Guards officer to have Slim sacked at the conclusion of the campaign. After the retreat from Burma in 1942, Lieutenant General Sir William Slim, commander of the British XIV Army, played a crucial role in the remarkable military renaissance that transformed the Indian Army and then, with that reborn army, won two defensive battles in 1944, and in the 1945 campaign shredded his Japanese opponents. Behind this dramatic story was another: the war marked the effective end of the Raj. This great transformation was, of course, brought about by many factors but not the least of them was the “Indianization” of the Indian Army’s officer corps under the pressure of war. As Slim’s great victory signposted the change from the army Kipling knew to a modern army with a growing number of Indian officers, the praetorian guard of the Raj evaporated. “Every Indian officer worth his salt is a nationalist,” the Indian Army’s commander-in-chief, Claude Auchinleck, said as the XIV Army took Rangoon. The Burma campaign may not have contributed in a major fashion to the final defeat of Japan, but it was of first-rate importance in the transformation of South Asia, as well as underlining the continuing importance of inspired leadership in complex human endeavors.

At the end of the Great War, the U.S. Army faced the challenge of integrating what it had learned in the failures and ultimate success of its war effort. During the interwar years the army sought to balance readiness and modernization in a period of limited resources and technological advances with profound implications for the conduct of warfare. In After the Trenches, William O. Odom traces the development of combat doctrine between the world wars through an examination of the army's primary doctrine manuals, the Field Service Regulations. The Field Service Regulations of 1923 successfully assimilated the experiences of the First World War and translated them into viable tactical practice, Odom argues in this unique study. Rapidly developing technologies generated more efficient tools of war and greatly expanded the scale, tempo, and complexity of warfare. Personnel and materiel shortages led to a decline in the quality of army doctrine evidenced in the 1939 regulations. Examining the development of doctrine and the roles of key personalities such as John Pershing, Hugh Drum, George Lynch, Frank Parker, and Lesley McNair, Odom concludes that the successive revisions of the manual left the army scurrying to modernize its woefully outdated doctrine on the eve of the new war. This impressively researched study of the doctrine of the interwar army fills a significant gap in our understanding of the development of the U.S. Army during the first half of the twentieth century. It will serve scholars and others interested in military history as the standard reference on the subject. Just think: the last combat aircraft designed by the 74-year old HAL (Hindustan Aeronautics Ltd) with its expansive infrastructure was in the 1950s – and it was an excellent aircraft. Thirty years later an ad-hoc, interim institution called ADA (Aeronautics Development Agency) was set to design the LCA (Light Combat Aircraft) under the DRDO management. Thirty years later the aircraft has yet to enter service although the Indian Air Force has ordered 40 aircraft knowing they do not meet the qualitative requirements set in the early 1980s, leave alone the 21st century! Even the primary trainer for rookie pilots has just begun to be imported. Obviously something is wrong for a long time; and obviously it is a systemic problem. This volume sets out to historically examine and present a balanced understatement of the facts. Some of the leading experts in the profession of aerospace identify the problems. The reader is left to form his judgment and what appears an obvious solution. The Air Force is the most concerned stakeholder in the quality and quantity of military aircraft; but it seems to have been left on the sidelines in the process of to be criticised as being against indigenisation. We recognise that India is way behind the developed countries — and China now, in design and development of military aviation. We don’t have to go far to find the way ahead. Ninety-five percent of the Indian Navy’s warships and submarines are designed and manufactured in the country (tough many systems inside, like its missiles, may be acquired from the best in the world). The reason is starkly so simple that South Block itself does not notice it! Naval Head Quarters contain within its organisation under the leadership and the Chief of Naval Staff, the Directorate of Naval Design as well as the Controller of Warship Production besides the other supporting organisations like WESEE etc. Hence when the indigenous INS Delhi sailed out in the 1990s, the international community began to look at Indian Navy with new respect. Why can’t similar system be established for the Army and the Air Force? Read the volume to ask your questions and mull over possible solutions.

In 2015, Congress tasked the Department of Defense to commission an independent assessment of U.S. military strategy and force posture in the Asia-Pacific, as well as that of U.S. allies and partners, over the next decade. This CSIS study fulfills that congressional requirement.
