In this paper, we argue that, from a scientific, economic and geo-political point of view, it is necessary the further study and understanding of MPCs' productive structures, scientific and technological activities, entrepreneurial dynamism, legislative framework, and innovation systems. The development of an innovative capacity becomes one of the main needs in view of a long-term capacity to achieve economic and social development. The aim of this paper is to understand how innovation is managed in these contexts and to suggest how policies can improve the innovation process, making it more effective in promoting economic development. The building up of the national system of innovation in each MPC should be the first step. The integration of the national systems of innovation into a “Euro-Mediterranean Innovation Space” appears as a way to reinforce the process. There is a need to identify the key issues related to the improvement of local industrial sectors, their scientific and technological capabilities and the institutional set-up that will be the building blocks of the Euro-Mediterranean Innovation Space (EMIS).

Social science from Western countries continues to have the greatest global influence, but the field is expanding rapidly in Asia and Latin America, particularly in China and Brazil. In sub-Saharan Africa, social scientists from South Africa, Nigeria andKenya produce 75% of academic publications. In South Asia, barring some centres of excellence in India, social sciences as a whole have low priority. These are a few of the findings from World Social Science Report, 2010: Knowledge divides. Recent efforts by the United States and its allies to promote democracy, security, and stability in the Middle East owe much to the Euro-Mediterranean Partnership (EMP) – also known as the Barcelona Process – an important region-building plan in the Mediterranean region since 1995. The Convergence of Civilizations represents the output of an innovative and much needed collaborative project focused on the EMP. Editors Emanuel Adler, Beverly Crawford, Federica Bicchi, and Rafaella A. Del Sarto have set out to show that regional security and stability may be achieved through a cultural approach based on the concept of regional identity construction, and aim to take stock of the EMP in relation to this goal. The contributors to this collection focus on the obstacles Mediterranean region construction faces due to post 9/11 regional and global events, the difficulties of the Israeli-Palestinian peace process, tensions between the EU and the US over Iraq, and the expected consequences of EU enlargement. They also seek to bring the EMP and region-making practices to the attention of American scholars in order to promote a more fertile academic exchange. Ultimately, the contributors demonstrate that the EMP and related region-making practices, while failing so far to promote the development of a Mediterranean regional identity and to achieve regional stability, suggest nonetheless a viable model for regional partnership and cooperation, and thus, for preventing a 'clash of civilizations' in the long haul.
