This is the first book to give a collective treatment of philosophical issues relating to tax. The tax system is central to the operation of states and to the ways in which states interact with individual citizens. Taxes are used by states to fund the provision of public goods and public services, to engage in direct or indirect forms of redistribution, and to mould the behaviour of individual citizens. As the contributors to this volume show, there are a number of pressing and thorny philosophical issues relating to the tax system, and these issues often connect in fascinating ways with foundational questions regarding property rights, public justification, democracy, state neutrality, stability, political psychology, and other moral and political issues. Many of these deep and fascinating philosophical questions about tax have not received as much sustained attention as they clearly merit. The aim of advancing the debate about tax in political philosophy has both general and more specific aspects, ranging across both over-arching issues regarding the tax system as a whole and more specific issues relating to particular forms of tax policy. Thinking clearly about tax is not an easy task, as much that is of central importance is missed if one proceeds at too great a level of abstraction, and issues of conceptual and normative importance often only come sharply into focus when viewed against real-world questions of implementation and feasibility. Serious philosophical work on the tax system will often therefore need to be interdisciplinary, and so the discussion in this book includes a number of scholars whose expertise spans across neighbouring disciplines to philosophy, including political science, economics, public policy, and law.

This volume contains original essays by outstanding scholars working within several of the dominant genres in contemporary political economy: neoclassical public finance, public choice, and Marxian analysis. Critical overviews of some of their major themes are offered in my introductory chapter and in Warren J. Samuels' concluding one, while more focused, if briefer, comments by other scholars follow each of the theoretical presen tations in chapters 2 through 4. The book's aim is to alert, inform, and possibly provoke readers to a more careful examination of the important and manifold problems of theory and analysis raised by authors whose points of entry into the subject of political economy often differ substan tially. At a time when problems of economic performance and political management frequently seem to have become not only severe but intrac table, it is not unwise to consider again the ways in which greater sense might be made of these crucial matters. The book's dialectical organization is intended to encourage readers to consider insights and objections that may not have been otherwise appar ent and, hence, to reflect in a more critical fashion upon the limitations and advantages of various visions in this complicated and sometimes disorderly field. Since I am of the opinion that no fully satisfactory syn thesis of the perspectives presented here is (probably ever) possible, no Procrustes has been summoned to make the attempt.

This book focuses on a sample of developing countries from Asia and Latin America that experienced an economic and democratic transition during the period 1990 2004. Using a unique dataset the authors show that tax revenue is higher in more democratic regimes, consistent with the standard view that democracies have to satisfy the redistributive needs of the electorate. They also find that a second relationship between the level of democracy and the composition of taxes (mainly direct versus indirect) is much harder to predict. However, a comparison with new EU member states suggests that more mature democracies are associated with higher levels of direct tax. This unique book in a relatively under-researched subject area will prove essential reading for academics, researchers and practitioners focusing on political economy, public finance and the economics of taxation.

Much of the credit for this open-access book should go to Bilal Kargi, the Editor of KSP Journals and KSP Books. KSP Journals has published several of my articles on economics and diplomatic history, including in the Journal of Economics Library, the Journal of Economics and Political Economy, the Journal of Social and Administrative Sciences and the Journal of Economic and Social Thought. Bilal asked me in late summer 2021 if I would put these articles and others that had appeared elsewhere, or that I might want to publish for the first time, into a collection. I told him I would consider it – noting that past articles would need revisions if they were to appear again, and to have a longer shelf-life. I heard back from him within a day or two advising me that he was “waiting impatiently” for my Word updates. The collection here also includes “A different Cold War? The European Settlement of 1963 and Aftermath” and “Inflation Policy, 2022: Background,” both of which I have prepared during the last few months.
