I have been asked to write about the Statute for Establishing Religious Freedom, prepared by Thomas Jefferson, and enacted by the State of Virginia in 1786, about eight years after it was drafted. Let me quote you the statute. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Excerpt from The Writings of Thomas Jefferson, Vol. 9 Constitution of the United States, establishing a Legislature for the Union under certain forms, authorizes each branch of it to deter mine the rules of its own proceedings. The Senate have accordingly formed some rules for its own government: but those going only to few cases, they have referred to the decision of their President, without de bate and without appeal, all questions of order arising either under their own rules, or where they have provided none. This places under the discretion of the President a very extensive field of decision, and one which, irregularly exercised, would have a powerful effect on the proceedings and determinations of the House. The President must feel, weightily and seriously, this confidence in his discretion: and the necessity of recurring, for its government, to some known system of rules, that he may neither leave himself free to indulge caprice or passion, nor open to the imputation of them. But to what system of rules is he to recur, as supplementary to those of the Senate? To this there can be but one answer: to the systems of regulations adopted by the govern ment of some one of the parliamentary bodies within these States, or of that which has served as a prototype to most of them. This last is the model which we have studied; while we are little acquainted with the modifications of it in our several States. It is deposited, too, in publications possessed by many, and open to all. Its rules are probably as wisely constructed for governing the debates of a considerative body, and obtaining its true sense, as any which can become known to us; and the acquiescence of the Senate hitherto under the references to them, has given them the sanction of their approbation. Excerpt from The Writings of Thomas Jefferson, Vol. 4 Notwithstanding this suggestion of acquiescence inthe will of the Convention, Jefferson, 'while admit ting the great mass of good'in it, did not hesitate to denounce certain features of the Constitution. As early as November, 1787, in a letter to John' Adams, he asked, How do you like our new con stitution? I confess there are things in it which stagger all my dispositions to subscribe to what such an assembly has proposed. The House of Federal. Excerpt from The Writings of Thomas Jefferson, Vol. 14 As one glances around this room, one is prompted to say in the last words of John Adams, "Thomas Jefferson still survives." The spirit of the Great Commoner is abroad in the land, and a grateful nation pays its tribute to-night. That we may have a clear and lucid understanding of the immense influence exercised by Jefferson, not only in his own day, but upon all subsequent times, it is necessary to define his environment. Neither Washington, Jefferson nor Madison was of Virginia's elect, nor did they come from the landed aristocracy. Jefferson came upon the stage of active affairs at a time when Virginia was under the domination of a roystering, gambling, hoidenish aristocracy. The law of entail, the right of the first-born to inherit, and the established church confronted him. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Excerpt from The Writings of Thomas Jefferson, Vol. 12: Literary Edition One portion of this prediction has been verified, and African slavery has been drowned in the tears and blood of both North and South. At the same time it is not difficult to realize how utterly beyond the imagination of any mortal man fifty years ago, must have been the idea, not of emancipation, but that the emancipated slave would grasp the ballot and participate in the govern ment of the country.
