After Communist regimes in Eastern Europe collapsed twenty years ago and the Soviet Union disintegrated two years later, immense opportunities for archival research opened. Even though serious obstacles to archival work have persisted in Russia (which houses the central repositories of the Soviet regime), the archives of nearly all of the former Warsaw Pact countries are now fully or at least largely open. As a result, scholars have been able to explore many aspects of the Warsaw Pact that could only be guessed at in the past, including questions of military planning, force preparations and operations, nuclear command arrangement, and civil-military issues.
The conduct of the foreign relations of the Russian state in its several contexts—Kiev Rus, Muscovy, Russian Empire, Provisional Government, Union of Soviet Socialist Republics, and Russian Federation—were unique in its common currents from the beginning to the present. Geography was certainly a key factor, located in the center of the world's largest land mass and surrounded by often hostile forces. “All of the Russias” had to confront the problems of open frontiers and the conduct of relations with a number of adjacent states of different ethnicity, and with many that were more distant. This is the first book to document, analyze, and interpret the history of the Warsaw Pact based on the archives of the alliance itself. As suggested by the title, the Soviet bloc military machine that held the West in awe for most of the Cold War does not appear from the inside as formidable as outsiders often believed, nor were its strengths and weaknesses the same at different times in its surprisingly long history, extending for almost half a century. The introductory study by Mastny assesses the controversial origins of the "superfluous" alliance, its subsequent search for a purpose, its crisis and consolidation despite congenital weaknesses, as well as its unexpected demise. Most of the 193 documents included in the book were top secret and have only recently been obtained from Eastern European archives by the PHP project. The majority of the documents were translated specifically for this volume and have never appeared in English before. The introductory remarks to individual documents by co-editor Byrne explain the particular significance of each item. President Truman shuttered the Office of Strategic Services (OSS) as an unneeded, wartime-only special operations/quasi-intelligence agency. The State Department, the Navy, and the War Department quickly recognized that a secret information vacuum loomed and urged the creation of something to replace OSS.
