Drawing on primary and secondary sources on the aircraft industry, this report provides a brief survey of industry structure, innovation, and competition in the U.S. fixed-wing combat aircraft industry from its earliest days to the present. It supports a much larger research effort examining the future of the structure, innovation, and competition of the U.S. military aircraft industrial base that responds to congressional concerns about that future.
A RAND research effort sponsored by the Office of the Secretary of Defense examined the future of the U.S. fixed-wing military aircraft industrial base. Its focus was the retention of competition and innovation in the military aircraft industrial base. The first major research task in that study involved a careful examination of the evolution of the industry structure over time, which emphasized an analysis of the role of competition and its links to innovation throughout the history of the industry. This report provides our findings and "lessons learned" from that part of the larger RAND research project. The purpose of this survey was to identify issues relevant to the current policy debate on whether adequate levels of competition and innovation in fixed-wing combat aircraft development can be maintained over future decades. The debate has arisen from two recent developments: (1) the dramatic reduction in the number of credible combat aircraft prime contractors and lower-tier suppliers as a result of extensive mergers and acquisitions-consolidation-throughout the past decade and (2) the continued reduction in the number of anticipated new development and production programs for manned combat aircraft over the same period.1.
While political and social historians have made great progress in trying to understand the making of modern Greece by studying * politics and power struggles, little attention has been given TO the co-evolution of the Greek state and the technologies that were developed during this period. This volume HELPS fills this gap, exploring the formation of the Greek state and the construction of 'modern' Greece through the lens of the history of technology and industry. The contributors look at the role of engineering institutions, the press and of infrastructure technological networks in promoting specific technocratic ideals and legitimizing social roles for the engineers of the period. This volume focuses on the influence of America’s Second World War aviation development and experience, subsequent aviation technological advances, and world events, in shaping American choices in military aircraft and associated weapons’ development during the few years following the war. It shows how air warfare weapons from the last conflict were carried forward and altered, how new systems evolved from these, and how the choices fared in the next war―Korea. The period was one of remarkable progress in a short span of time via a great many aircraft and weapons programs, and associated technological progress. These systems were of immense importance influencing and growing the engineering, production, and operational capabilities to be exploited for the next generation of weapons that soon followed. Emphasized is the innovative features or new technology and how these contributed to advancing American military aviation, influencing the evolution of follow-on models or types. Included are military prototype, experimental, and research aircraft that are equally important in understanding the history of American aircraft development. Combat employment, progress, and equipment adaptation during the Korean Conflict is then highlighted. Tabulated characteristics are provided of those aircraft that entered production or represented significant technological advances influencing others that follow.
Former secretary of defense Leon Panetta once described cyber warfare as "the most serious threat in the twenty-first century," capable of destroying our entire infrastructure and crippling the nation. Already, major cyber attacks have affected countries around the world: Estonia in 2007, Georgia in 2008, Iran in 2010, and most recently the United States. As with other methods of war, cyber technology can be used not only against military forces and facilities but also against civilian targets. Information technology has enabled a new method of warfare that is proving extremely difficult to combat, let alone defeat. And yet cyber warfare is still in its infancy, with innumerable possibilities and contingencies for how such conflicts may play out in the coming decades. Brian M. Mazanec examines the worldwide development of constraining norms for cyber war and predicts how those norms will unfold in the future. Employing case studies of other emerging-technology weapons--chemical and biological, strategic bombing, and nuclear weaponry--Mazanec expands previous understandings of norm-evolution theory, offering recommendations for U.S. policymakers and citizens alike as they grapple with the reality of cyber terrorism in our own backyard.
