Almost fifty years have passed since the adoption of the Convention Concerning the Protection of the World Cultural and Natural Heritage (the UNESCO World Heritage Convention). With its 194 States Parties, it is the most widely ratified convention within the family of UNESCO treaties on the protection of cultural heritage. The success of this Convention and its almost universal acceptance by the international community of states is due to the great appeal that recognising certain properties as "world heritage" has for national governments. Since the publication of the first Commentary, new problems have arisen in the management of world heritage sites. It has become increasingly difficult to properly monitor the conservation of the ever-growing mass of sites inscribed in the World Heritage List, and to resolve disputes over the formal designation of contested world heritage properties - a problem that has led to the withdrawal of the United States and Israel from UNESCO. New frontiers are now being explored for the expansion of the world heritage idea over marine areas beyond national jurisdiction, and the monopoly of the State in the identification, delineation, and presentation of world heritage properties is being increasingly challenged in the name of indigenous peoples' rights and by local communities claiming ownership over contested cultural sites. At the same time, the regime of world heritage protection has infiltrated other areas of international law, especially international economic law, investment arbitration, and the area of international criminal law. This second edition critically examines the World Heritage Convention against this dynamic evolution of international heritage law to help academics, lawyers, diplomats, and officials interpret and apply the norms of the Convention after half a century of uninterrupted implementing practice by State Parties and Treaty Bodies.

The UNESCO World Heritage Convention has become one of the most successful UN instruments for promoting cultural diplomacy and dialogue on conservation of cultural and natural heritage. This book provides an overview of the convention through an interdisciplinary approach to conservation. It shows that based on the notion of outstanding universal value and international cooperation for the protection of heritage, the convention provides a platform for sustainable development through the conservation and management of heritage of significance to humanity. With increasing globalization of heritage, World Heritage Conservation is reviewed as an emerging interdisciplinary field of study creating new opportunities for inclusive heritage debate both locally and globally, requiring common tools and understanding. With over a thousand properties inscribed on the World Heritage List, from biologically diverse sites such as the Central Amazon Conservation Complex to the urban landscape of the metropolis of Rio de Janeiro, the book will help students, researchers and professionals in the identification, protection, conservation and presentation of World Heritage. Targeted at a diversity of disciplines, the book critically describes the strategies for implementing the convention and the processes of heritage governance for sustainable development.

Since its establishment in 1945, the United Nations has undergone numerous reforms as international stakeholders seek ways to improve the efficiency and effectiveness of the U.N. system. During the past two decades, controversies such as corruption in the Iraq Oil-For-Food Program, allegations of sexual abuse by U.N. peacekeepers, and instances of waste, fraud, and abuse by the U.N. staff have focused attention on the need for change and improvement of the United Nations. Many in the international community, including the United States, continue to promote substantive reforms. The 113th Congress may focus on U.N. reforms as it considers appropriate levels of U.S. funding to the United Nations and monitors the progress and implementation of ongoing and previously approved reform measures. This book examines policy and reform issues relating to the United Nations; the United Nations Human Rights Council; the United Nations Educational, Scientific, and Cultural Organization (UNESCO); and the UNESCO World Heritage Convention.

The UNESCO World Heritage Convention is one of the most widely ratified international treaties, and a place on the World Heritage List is a widely coveted mark of distinction. Building on ethnographic fieldwork at Committee sessions, interviews and documentary study, the book links the change in operations of the World Heritage Committee with structural nation-centeredness, vulnerable procedures for evaluation, monitoring and decision-making, and loose heritage conceptions that have been inconsistently applied. As the most ambitious study of the World Heritage arena so far, this volume dissects the inner workings of a prominent global body, demonstrating the power of ethnography in the highly formalised and diplomatic context of a multilateral organisation.
