The body of that sagacious ruler of a mighty nation had been dragged out of its tomb among the kings in Westminster, and hanged on the gallows-tree at Tyburn; the senseless deed instigated by the petty revenge of his contemptible successor. The mouldering remains of Blake, also, one of the noblest among EnglandÕs naval heroes, had been taken from its honoured resting-place, and cast into an unknown grave in Saint MargaretÕs churchyard. Episcopacy had been restored by those who hoped thus to pave the way for the re-introduction of Romanism, with its grinding tyranny and abject superstitions. The ÒConventicle Act,Ó prohibiting more than five persons, exclusive of the family, to meet together for religious worship according to any other than the national ritual, had been passed, and was rigidly enforced; the dominant party thus endeavouring to deprive the people of one of the most sacred rights of man,Ñthat of worshipping God according to the dictates of conscience. EnglandÕs debauched king, secretly a Papist, had sold his country for gold to EnglandÕs hereditary foe, whose army he had engaged to come and crush the last remnants of national freedom, should his Protestant people dare to resist the monarchÕs traitorous proceedings. The profligacy and irreligion of the court was widely imitated by all classes, till patriots, watching with gloomy forebodings the downward progress of their country, began to despair of her future fate. Such was the state of things when, on the morning of the 14th of August, 1670, several sedate, grave-looking persons were collected at the north end of Gracechurch Street, in the City of London. Others were coming up from all quarters towards the spot. As the first arrived, they stood gazing towards the door of a building, before which were drawn up a body of bearded, rough soldiers, with buff coats, halberds in hand, and iron caps on their heads. Several of the persons collected, in spite of the armed men at the door, advanced as if about to enter the building.

This study concentrates attention on his greatest effort to secure true peace for all--his undertaking to populate and cultivate the region of North America granted him by the English Crown in March 1681. Penn intended that Pennsylvania should be a haven for seekers of religious freedom and liberty of conscience, especially those who, for the sake of faith and principle, had suffered property forfeiture or bodily imprisonment during the persecutions of the English Civil War, Commonwealth, Protectorate, and Restoration. In commenting on how he had acquired Pennsylvania and what ends it might serve, Penn wrote to William Harrison: For my country, [I eyed] the Lord in the obtaining of it; and more was I drawn inward to look to Him, and to o[we it] to His hand and power, than to any ot[her way]. I have so obtained it and desire that I may not be unworthy of His love, but do that which may answer yet His kind providence and serve His Truth and people; that an example may be set up to the nations. There may be room there, though not here, for such a holy experiment This book traces the historical progress of the foremost themes of the holy experiment from 1681, when Penn wrote the above letter to Harrison. These themes were most fully realized by the 1750s, but the holy experiment continued until 1781, when the experiment was finally laid down. The great themes of the experiment, in addition to the founding principles of peace grounded in religious freedom and liberty of conscience, were public education, preserving friendship with the Native Americans, and abolishing the evil of slavery. By the end of the experiment in 1781, both successes and failures had been realized, successes and failures that continue to underlie the society America has become since those days of its birthing at Philadelphia when the founding fathers gave order to the United States.
