The book provides a study of sustainable development in rural China. Because of its huge population and vast land area, this is an important issue not only for China but for the whole world. The research presented is both multi aspect and systematical. It can be likened to a tree where the trunk is the three main aspects: economy, environment and rural society, and the five main branches are agricultural development, industrial pollution, energy security, labor migration and social welfare, and these are the book’s five main topics. The research methods of field survey and Sino-Japanese comparison will be of particular interest to readers. The field survey enables readers to become familiar with the environment of rural China. The Chinese pension system is highly fragmented and decentralized, with governance standards, pension fund management practices, their regulation and supervision varying considerably both across the funded components of the Chinese pension system and across provinces. This paper describes the key components of the system, highlights the progress made to date and identifies remaining weaknesses, in regard to information disclosure, the governance framework and pension fund management standards.
The population of Asia is growing both larger and older. Demographically the most important continent on the world, Asia's population, currently estimated to be 4.2 billion, is expected to increase to about 5.9 billion by 2050. Rapid declines in fertility, together with rising life expectancy, are altering the age structure of the population so that in 2050, for the first time in history, there will be roughly as many people in Asia over the age of 65 as under the age of 15. It is against this backdrop that the Division of Behavioral and Social Research at the U.S. National Institute on Aging (NIA) asked the National Research Council (NRC), through the Committee on Population, to undertake a project on advancing behavioral and social research on aging in Asia. Aging in Asia: Findings from New and Emerging Data Initiatives is a peer-reviewed collection of papers from China, India, Indonesia, Japan, and Thailand that were presented at two conferences organized in conjunction with the Chinese Academy of Sciences, Indian National Science Academy, Indonesian Academy of Sciences, and Science Council of Japan; the first conference was hosted by the Chinese Academy of Social Sciences in Beijing, and the second conference was hosted by the Indian National Science Academy in New Delhi. The papers in the volume highlight the contributions from new and emerging data initiatives in the region and cover subject areas such as economic growth, labor markets, and consumption; family roles and responsibilities; and labor markets and consumption.
In the last 30 years, China’s record economic growth lifted half a billion people out of poverty, with rapid urbanization providing abundant labor, cheap land, and good infrastructure. While China has avoided some of the common ills of urbanization, strains are showing as inefficient land development leads to urban sprawl and ghost towns, pollution threatens people’s health, and farmland and water resources are becoming scarce. With China’s urban population projected to rise to about one billion – or close to 70 percent of the country’s population – by 2030, China’s leaders are seeking a more coordinated urbanization process. Urban China is a joint research report by a team from the World Bank and the Development Research Center of China’s State Council which was established to address the challenges and opportunities of urbanization in China and to help China forge a new model of urbanization. The report takes as its point of departure the conviction that China's urbanization can become more efficient, inclusive, and sustainable. However, it stresses that achieving this vision will require strong support from both government and the markets for policy reforms in a number of area. The report proposes six main areas for reform: first, amending land management institutions to foster more efficient land use, denser cities, modernized agriculture, and more equitable wealth distribution; second, adjusting the hukou household registration system to increase labor mobility and provide urban migrant workers equal access to a common standard of public services; third, placing urban finances on a more sustainable footing while fostering financial discipline among local governments; fourth, improving urban planning to enhance connectivity and encourage scale and agglomeration economies; fifth, reducing environmental pressures through more efficient resource management; and sixth, improving governance at the local level.
This book draws on more than a decade of workshops organised by the Greater China Australia Dialogue on Public Administration, involving scholars and practitioners from Mainland China, Hong Kong, Taiwan and Australia. Although these workshops recognised the major differences in the institutional frameworks of these jurisdictions, until recently they focused largely on the shared challenges and the diffusion of ideas and approaches. As rising international tensions inevitably draw attention to areas where interests and philosophies diverge, it is the differences that must now be highlighted. Yet, despite the tensions, this book reveals that these jurisdictions continue to address shared challenges in public administration. The book’s contributors focus in detail on these four areas: 1. intergovernmental relations, including the shifting balance between centralisation and decentralisation 2. budgeting and financial management, including during and after the COVID-19 pandemic 3. the civil service, its capability, and its relationship with government and the public 4. service delivery, particularly in health and aged care. This book is aimed at a wide readership, not only at those within the jurisdictions it explores. It emphasises the importance of continued engagement in understanding different approaches to public administration—confirming fundamental philosophical differences where necessary but also looking for common ground and opportunities for shared learning.

Pension Sustainability in China: Fragmented Administration and Population Aging aims to investigate the impact of fragmentation and population ageing on pension sustainability in China. The book demonstrates how pension sustainability is compromised by various adverse effects produced by fragmentation, such as the moral hazard caused by the disarticulated intergovernmental fiscal responsibility. An overlapping generations (OLG) model is updated with the latest demographic data and is used to assess the impact of population ageing on pension sustainability. The book considers whether adjustment in retirement age can ensure long-term financial sustainability. It explores how, compared to the population ageing, the issues stemming from the fragmentation pose a more insidious threat to pension sustainability in China.
The need for operational research (OR) tools and techniques is manifested in its ability to balance conflicting objectives (goals or interests) where there are many alternative courses of action available to the decision-maker when resources, time, and funds are limited. Therefore, beyond the domain of theoretical knowledge and model-building activities, OR has all of the pervasive applications in decision making regarding problems in sustainable engineering, sustainable society, and business. OR tools and techniques find applications in all aspects of sustainability operations, such as sustainable supply chain planning, sustainable distribution, sustainable traffic flow optimization, industrial waste reduction, energy conservation, sustainable city planning, etc. Over the years, the applications of OR have been extended to solving the problems of communication of information and socio-economic fields. In this context, the academic community needs to take the lead in the design, development, and demonstration of sustainable operational research models, endowed and supported by organizations.
