Gorbachev's new thinking on superpower relations assumes that struggle between two opposing world systems no longer characterizes the present era. This second volume in the East-South Relations series explores the implications of Gorbachev's new thinking for regional conflicts. Because these conflicts jeopardize tranquil relations between the United States and the Soviet Union, they are perceived as contrary to the new spirit of global cooperation. This volume suggests that the accords on Southwest Africa may illustrate how the superpowers will resolve conflict, and shows how smaller powers may now have new roles cast for them by the superpowers. In 1975, Soviet-Cuban assistance to the Leninist-oriented Movement for the Popular Liberation of Angola (MPLA) was the first extensive Soviet-allied military intervention in the Third World. While the Soviet-backed Cubans propped up the MPLA, the South Africans intervened, on a smaller scale, in support of the National Union for the Total Independence of Angola (UNITA) under Jonas Savimbi. After 1985 UNITA began receiving United States support, and a military stalemate ensued. The contributors to this volume analyse how the Soviet Union and the United States used this stalemate to move the MPLA, Cuba and South Africa to settle not only their differences, but also the vexing question of the Independence of Namibia. Central issues explored are how and why South Africa and Cuba got into the Angolan arena, why they stayed so long, and why they saw fit to get out. While the authors differ on the forces at work, their debate is itself enlightening, and offers valuable insights into the policy options of regional powers. The contributors also review further steps, beyond military disengagement, needed to finally resolve the Angolan civil war, and ensure regional stability. They assess the potential for breakdown of the accords, and the likely consequences should this occur. The Oxford Handbook on United Nations Peacekeeping Operations presents an innovative, authoritative, and accessible examination and critique of the United Nations peacekeeping operations. It took the former South African Defence Force (SADF) less than four hours to kill more than eight hundred Namibian refugees at Cassinga on May 4, 1978. Thousands of survivors were left with irreparable physical and emotional injuries. The unhealed trauma of Cassinga, a Namibian civilian camp in southern Angola before the massacre, is beyond the worst that the victims of the attack experienced on the ground. Unacceptable layers of pain and suffering continue to grow and multiply as the victims’ grievances and other issues arising out of the aftermath of the massacre have been ignored, particularly following Namibia’s political independence. In this book, the afterlife of the victims’ traumatic memories and their aspiration for justice vis-à-vis the perpetrators’ enjoyment of blanket impunity from prosecution, in spite of their ongoing denial of killing and maiming innocent civilians at Cassinga, are explored with the aim to create public awareness about the unfortunate circumstances of the Cassinga victims.
The first part of this booklet provides a brief introduction to the Namibian economy, apartheid society and the struggle for liberation. It is followed by a description of the North American corporations involved in the extraction of Namibia's wealth. The author, who is research director of The Africa Fund, examines the role played by these corporations in South Africa's war, and argues in the concluding section that the Reagan Administration policy bears major responsibility for the continued sufferings of the Namibian people. In 1990 Namibia gained its independence after a decades-long struggle against South African rule--and, before that, against German colonialism. This book, the first new scholarly general history of Namibia in two decades, provides a fresh synthesis of these events, and of the much longer pre-colonial period. A History of Namibia opens with a chapter by John Kinahan covering the evidence of human activity in Namibia from the earliest times to the nineteenth century, and for the first time making a synthesis of current archaeological research widely available to non-specialists. Re-Viewing Resistance in Namibian History brings together the work of experienced academics and a new wave of young Namibian historians - architects of the past - who are working on a range of public history and heritage projects, from late nineteenth century resistance to the use of songs, from the role of gender in SWAPO's camps to memorialisation, and from international solidarity to aspects of the history of Kavango and Caprivi. As all manner of commerce becomes increasingly global, states must establish laws to protect property rights, human rights, and national security. In many cases, states delegate authority to resolve disputes regarding these laws to an independent court, whose power depends upon its ability to enforce its rulings. Examining detailed case studies of the International Court of Justice and the transition from the General Agreement on Tariffs and Trade to the World Trade Organization, Leslie Johns finds that a court’s design has nuanced and mixed effects on international cooperation. A strong court is ideal when laws are precise and the court is nested within a political structure like the European Union. Strong courts encourage litigation but make states more likely to comply with agreements when compliance is easy and withdraw from agreements when it is difficult. A weak court is optimal when law is imprecise and states can easily exit agreements with minimal political or economic repercussions. Johns concludes the book with recommendations for promoting cooperation by creating more precise international laws and increasing both delegation and obligation to international courts.
What happens when the international community simultaneously pursues peace and justice in response to ongoing conflicts? What are the effects of interventions by the International Criminal Court (ICC) on the wars in which the institution intervenes? Is holding perpetrators of mass atrocities accountable a help or hindrance to conflict resolution? This book offers an in-depth examination of the effects of interventions by the ICC on peace, justice and conflict processes. The 'peace versus justice' debate, wherein it is argued that the ICC has either positive or negative effects on 'peace', has spawned in response to the Court's propensity to intervene in conflicts as they still rage. This book is a response to, and a critical engagement with, this debate. Building on theoretical and analytical insights from the fields of conflict and peace studies, conflict resolution, and negotiation theory, the book develops a novel analytical framework to study the Court's effects on peace, justice, and conflict processes. This framework is applied to two cases: Libya and northern Uganda. Drawing on extensive fieldwork, the core of the book examines the empirical effects of the ICC on each case. The book also examines why the ICC has the effects that it does, delineating the relationship between the interests of states that refer situations to the Court and the ICC's institutional interests, arguing that the negotiation of these interests determines which side of a conflict the ICC targets and thus its effects on peace, justice, and conflict processes. While the effects of the ICC's interventions are ultimately and inevitably mixed, the book makes a unique contribution to the empirical record on ICC interventions and presents a novel and sophisticated means of studying, analyzing, and understanding the effects of the Court's interventions in Libya, northern Uganda - and beyond.
