Crawford Young proposes a new conception of the state, weighing the different characteristics of earlier European empires (including those of Holland, Portugal, England, and Venice) and distilling their common qualities. He then presents a concise and wide-ranging history of colonization in Africa, from the era of construction through consolidation and decolonization. Young argues that several qualities combined to make the European colonial experience in Africa distinctive. The high number of nations competing for power around the continent and the necessity to achieve effective occupation swiftly yet make the colonies self-financing drove colonial powers toward policies of "ruthless extractive action." The persistent, virulent racism that established a distance between rulers and subjects was especially central to African colonial history. Young concludes by turning his sights to other regions of the once-colonized world, comparing the fates of former African colonies to their counterparts elsewhere. In tracing both the overarching traits and variations in African colonial states, he makes a strong case that colonialism has played a critical role in shaping the fate of this troubled continent.
The Moral Economy of the State examines state formation in Zimbabwe from the colonial period through the first decade of independence. Drawing on the works of Gramsci, E. P. Thompson, and James Scott, William Munro develops a theory of "moral economy" that explores negotiations between rural citizens and state agents over legitimate state incursions in social life. This analysis demonstrates how states try to shape the meanings of citizenship for agrarian populations by redefining conceptions of the public good, property rights, and community membership. The book's focus on the moral economy of the state offers a refreshing perspective on the difficulties experienced by postcolonial African states in building stronger state and rural institutions.
State Building in Boom Times argues that commodity booms and coalitional politics are central to understanding the state building variation within and across Latin America and Africa. It shows how resource booms can trigger the provision of new public goods and institutional strengthening and thus help countries expand their state capacity. But these possibilities hinge on coalitional politics, as seen through six cases. Countries ruled by export-oriented coalitions (Argentina, Chile, and Mauritius) expanded their state capacity as a direct result of commodity booms. But countries in which exporters were politically marginalized (Colombia, Ghana, and Nigeria) missed analogous state building opportunities because ruling coalitions preyed upon export wealth, rather than promoting export interests via state building. The coalitional basis of these divergent outcomes suggests that, contrary to the prevailing belief in a resource curse, natural resource wealth does not necessarily dispose countries to low state capacity. Instead, export-oriented coalitions can harness boom times for developmental gains, even in the context of weak institutions. This finding warrants reappraising some widespread presumptions about the relationship between resource wealth and state building, as well as the public policies that are commonly proposed for developing countries to manage their natural resource wealth.
Half a century ago, many democratic states started to respond to environmental pressures that had arisen in the wake of rapid industrialization. They set up environmental ministries and agencies and issued legislation to control the pollution of air and water and to manage industrial processes, wastes and toxic substances. This was the birth of the environmental state. With planetary ecological challenges like climate change spiraling out of control and dwarfing the environmental state’s classical tasks of environmental management, new questions about the transformative capacities of the state are becoming acute today. How large is the state’s capability to transform enhanced industrial societies into sustainable post-carbon societies? Do its new environmental functions empower the state to prioritise ecological goals over economic growth? Can the state’s environmental management capabilities be radicalised to turn it into a ‘sustainability state’? Can democracies be enhanced to enlarge the state’s transformative capacities? The Political Prospects of a Sustainability Transformation: Moving Beyond the Environmental State explores these and other questions from a variety of theoretical and empirical angles, covering the fields of democratic theory, theories of the state, political economy, political sociology, rhetoric and political philosophy. The chapters in this book were originally published as a special issue of the journal Environmental Politics.
First Published in 1993. This title sets out to spark debate and learn from the urban bias theory. The author suggests that recent political economy research suggests that it is time to redefine the problem of urban bias. Viewed as a collective engagement with the urban bias theory, this volume presents the new research along with the responses of Bates and Lipton. These studies do not add up to an alternative theory of why the state behaves the way it does towards the countryside. They do, however, point to the factors that need careful attention in future research. These papers can be seen as building blocks for the construction of an alternative theory of 'the state and agriculture'.
