Internationally, there is growing awareness that the target of Education for All by 2015 will not be met unless more strident efforts are made to improve access for marginalized, hard-to-reach children (most often girls). For almost four decades gender equality in education has been one of the key global concerns and as a result various organizations at national and international levels along with governments have initiated programs focusing on achieving gender equality, women’s empowerment and improving girls’ access to education. By focusing on access alone (i.e. gender parity) we may not understand how education can be used to achieve empowerment and influence cultural practices that are gender insensitive. In this volume we attempt to call into question the content of gender equality as simple parity and in doing so we reflect upon the following questions: • Do the global (macro) discourses on gender equality in education lead to a focus on numbers only or to more profound sustainable changes at the national (meso) level and the school (micro) level? • To what extent have national policies been adjusted to reflect the global discourses on gender equality? • Are schools/classrooms (micro) expected to adjust to these global discourses and if so in what ways has this happened? • What are the challenges of providing access to good quality education for girls in both countries? • Is there a dichotomy between the schools/classrooms on the one hand and the community on the other in terms of gender equality/equity? • To what extent is gender equality/equity imposed upon schools and communities and does it take into account the cultural practices in traditional communities? Key words: Gender equality, education, Global vs. local concerns 3 selling points: • The volume highlights that although research has shown how global educational policies homogenize national educational policies and are therefore playing what can be termed a neo-colonial role in identifying pivotal themes and topics in education across the world such as gender equality, literacy and quality education in local contexts, they are often steeped in a Western logic which is not always culturally relevant or conducive. Making global recommendations for education across cultures and places is thus not always unproblematic. • The volume highlights that a push for girls’ schooling must navigate wisely in sensitive terrain where complex contextual aspects must be understood and taken into account. Girls’ attendance and retention in school are important first steps in the struggle for epistemic access, but must be followed by serious deliberations about what kind of school and what kind of knowledge in the schools is appropriate, and about equality and equity. • The volume attempts to understand how the global gender goals in education affect both local policies and local practice and in doing so it attempts to question the simple focus on access only.

This report presents elements of the development of Sudanese women’s political participation through time. It highlights several political routes from their early days until the contemporary era. The study is based on an analysis of secondary sources alongside empirical data derived from four states within Sudan, namely: Blue Nile, Central Darfur, Kassala and River Nile. Different themes are explored and they include: the meanings of political participation, women’s leadership roles, identifying structural limitations that hinder the participation of women in politics, possible avenues for women’s participation, the presence of women in politics, variations in religious interpretations and their impact on political participation, the status of the Sudanese constitution and the views of women and men on the extent that women might advance in the next elections. The report also address how the December revolution of 2018 might improve the situation for women’s political participation, since it marks a break from the earlier practices of the Islamist regime that had a severe negative impact on the freedoms of Sudanese women and their ability to engage in political activities. Political parties are considered gatekeepers for women’s access to political positions of power as they play an important role in institutionalizing women’s inclusion in politics. Ensuring that political parties in Sudan play an active role in the advancement of gender equality and the enhancement of women’s political participation is particularly important as Sudan prepares for its transition to democracy.

The relative lack of information on determinants of disease, disability, and death at major stages of a woman's lifespan and the excess morbidity and premature mortality that this engenders has important adverse social and economic ramifications, not only for Sub-Saharan Africa, but also for other regions of the world as well. Women bear much of the weight of world production in both traditional and modern industries. In Sub-Saharan Africa, for example, women contribute approximately 60 to 80 percent of agricultural labor. Worldwide, it is estimated that women are the sole supporters in 18 to 30 percent of all families, and that their financial contribution in the remainder of families is substantial and often crucial. Bolokoli, khifad, tahara, tahoor, qudiin, irua, bondo, kuruna, negekorsigin, and kene-kene are a few of the terms used in local African languages to denote a set of cultural practices collectively known as female circumcision. Practiced in many countries across Africa and Asia, this ritual is hotly debated. Supporters regard it as a central coming-of-age ritual that ensures chastity and promotes fertility. Human rights groups denounce the procedure as barbaric. It is estimated that between 100 million and 130 million girls and women today have undergone forms of this genital surgery. Female Circumcision gathers together African activists to examine the issue within its various cultural and historical contexts, the debates on circumcision regarding African refugee and immigrant populations in the United States, and the human rights efforts to eradicate the practice. Chapter one will review teacher development in Sudanese state primary schools, as well as the poor resources available to teachers. It discusses the need for teacher development and training to help with the transition to a new curriculum written for these schools, and the challenges faced by the teachers, as the new curriculum is quite different from the previous one taught in state schools. This chapter describes a case study using a qualitative ethnographic research methodology that examines the significant role of developing resilience and grit within a pre-service teacher education program. Chapter three discusses the broad interface between the concepts of agency, professional identity and creative insubordination. It presents discussions about the agency and professional identity of teachers in narrating their actions of creative insubordination. It aims to map and analyze written narratives, identifying insubordinate actions revealed by teachers teaching mathematics and discuss how these attitudes, incorporated into teaching practice, contributed to the effectiveness of teaching statistics in their mathematics classes in Elementary School. The following chapter will employ a critical analysis of an instrumental theory-building pre-service teacher case-study as the foundation of a theoretical-based, cyclical, self-reflective teacher cultural competence professional development model. In this chapter, attention will be paid to the modern environment, which is a complex phenomenon revealing many interesting trends. The spate of events, civilizations progress, the cult of performing different tasks, and professional duties all disrupt the rhythm of work and rest. These disproportions take their toll on everyday existence in the teacher`s profession. The final chapter uses evidence from reports prepared for governments quality agencies, plus papers and seminars given by the author, to document the changing face of teacher education in Lithuanian and Latvia, from 2003 to date.
