Our world is unquestionably one in which ubiquitous movements of people, goods, technologies, media, money, and ideas produce systems of flows. Comparing case studies from across the world, including those from Benin, the United States, India, Mali, Senegal, Japan, Haiti, and Romania, this book focuses on quotidian landscapes of mobility. Despite their seemingly familiar and innocuous appearances, these spaces exert tremendous control over our behavior and activities. In order to describe landscapes of mobility as a historically, socially, and politically constructed condition, the book is divided into three sections-objects, contacts, and flows. This collection of essays investigates the convergence between the postmodern politics of mobility and a politics of metaphor, a politics, in other words, in the context of which the production and displacement of meaning(s) constitute the major stakes. Ranging from discussions of re-territorialization, multiculturalism, “digisporas” and transnational politics and ethics, to September 11th, the Pentagon’s New Map, American legislation on Chinese immigration, Gianni Amelio’s film Lamerica, Keith Piper’s online installations and Doris Salcedo’s Atrabiliarios, the collection aims to follow three different theoretical trajectories. First, it seeks to rethink our concepts of mobility in order to open them up to the complexity that structures the thoughts and practices of a global order. Second, it critically examines the privileged position of concepts and metaphors of mobility within postmodern theory. In juxtaposing conflictual theoretical formulations, the book sets out to present the competing responses that fuel academic debates around this issue. Finally, it evaluates the influence of our increasingly mobile conceptual frameworks and everyday experience on the redefinition of politics that is currently under way, especially in the context of Post-Marxist theory. An examination of the process of prioritizing private motorized transportation in Bengaluru, a rapidly growing megacity of the Global South. Automobiles and their associated infrastructures, deeply embedded in Western cities, have become a rapidly growing presence in the mega-cities of the Global South. Streets once crowded with pedestrians, pushcarts, vendors, and bicyclists are now choked with motor vehicles, many of them private automobiles. In this book, Govind Gopakumar examines this shift, analyzing the phenomenon of automobility in Bengaluru (formerly known as Bangalore), a rapidly growing city of about ten million people in southern India. He finds that the advent of automobility in Bengaluru has privileged the mobility needs of the elite while marginalizing those of the rest of the population. Gopakumar connects Bengaluru's burgeoning automobility to the city's history and to the spatial, technological, and social interventions of a variety of urban actors. Automobility becomes a juggernaut, threatening to reorder the city to enhance automotive travel. He discusses the evolution of congestion and urban change in Bengaluru; the “regimes of congestion” that emerge to address the issue; an “infrastructurescape” that shapes the mobile behavior of all residents but is largely governed by the privileged; and the enfranchisement of an “automotive citizenship” (and the disenfranchisement of non-automobile-using publics). Gopakumar also finds that automobility in Bengaluru faces ongoing challenges from such diverse sources as waste flows, popular religiosity, and political leadership. These challenges, however, introduce messiness without upsetting automobility. He therefore calls for efforts to displace automobility that are grounded in reordering the mobility regime, relandscaping the city and its infrastructures, and reclaiming streets for other uses.

Faced with intolerable congestion and noxious pollution, cities around the world are rethinking their reliance on automobiles. In the United States a loosely organized livability movement seeks to reduce car use by reconfiguring urban space into denser, transit-oriented, walkable forms, a development pattern also associated with smart growth and new urbanism. Through a detailed case study of San Francisco, Jason Henderson examines how this is not just a struggle over what type of transportation is best for the city, but a series of ideologically charged political fights over issues of street space, public policy, and social justice. Historically San Francisco has hosted many activist demonstrations over its streets, from the freeway revolts of the 1960s to the first Critical Mass bicycle rides decades later. Today the city's planning and advocacy establishment is changing zoning laws to limit the number of parking spaces, encouraging new car-free housing near transit stations, and applying "transit first" policies, such as restricted bus lanes. Yet Henderson warns that the city's accomplishments should not be romanticized. Despite significant gains by livability advocates, automobiles continue to dominate the streets, and the city's financially strained bus system is slow and often unreliable. Both optimistic and cautionary, Henderson argues that ideology must be understood as part of the struggle for sustainable cities and that three competing points of view -- progressive, neoliberal, and conservative -- have come to dominate the contemporary discourse about urban mobility. Consistent with its iconic role as an incubator of environmental, labor, civil rights, and peace movements, San Francisco offers a compelling example of how the debate over sustainable urban transportation may unfold both in the United States and globally.
