Austerity is perhaps the major challenge of our times, given the speed at which it arrived and the consequences of its impact upon society. The global financial crash and economic downturn was the catalyst for change and, against a backdrop of advice from experts adverse to Keynesian economics, the ideology of austerity grew and became the dominant thinking to steer economies out of recession. This comprehensive volume draws upon both quantitative and qualitative research methodologies to provide a varied and contextually rich insight into sport, policy, and politics in an era of austerity. The authors cover a wide range of issues in a variety of organisational contexts and geographies, including sports participation across different socio-demographic groups; the impact of austerity on the provision of community sports; disability sport; public management of sport facilities; the performance of public sport facilities with respect to access, finance, utilisation, and customer satisfaction; the potential impact of austerity on sport for development; elite sport; and social inclusion and poverty. This book makes a significant contribution to the current academic debate, while raising important considerations for policymakers and managers. In a world of increasing austerity measures, democratic politics comes under pressure. With the need to consolidate budgets and to accommodate financial markets, the responsiveness of governments to voters declines. However, democracy depends on choice. Citizens must be able to influence the course of government through elections and if a change in government cannot translate into different policies, democracy is incapacitated. Many mature democracies are approaching this situation as they confront fiscal crisis. For almost three decades, OECD countries have - in fits and starts - run deficits and accumulated debt. As a result, an ever smaller part of government revenue is available today for discretionary spending and social investment and whichever party comes into office will find its hands tied by past decisions. The current financial and fiscal crisis has exacerbated the long-term shrinking government discretion; projects for political change have lost credibility. Many citizens are aware of this situation: they turn away from party politics and stay at home on Election Day. With contributions from leading scholars in the forefront of sociology, politics and economics, this timely book will be of great interest to students and scholars throughout the social sciences as well as general readers.
Networks have become a prominent template for public service governance. Often seen as an alternative to hierarchies and contracts, networks cross institutionalized organizational or sectoral boundaries to promote collaboration and the sharing of resources when addressing complex problems. Nowhere is this more the case than in the field of health services modernization and improvement. The COVID-19 pandemic has led to radical transformations in the organisation and delivery of health and care services across the world. In many countries, policy makers have rushed to re-organise care services to meet the surge demand of COVID-19, from re-purposing existing services to creating new ‘field’ hospitals. Such strategies signal important and sweeping changes in the organisation of both ‘COVID’ and ‘non-COVID’ care, whilst asking more fundamental questions about the long-term organisation of care ‘after COVID’. In some contexts, the pandemic has exposed the fragilities and vulnerabilities of care systems, whilst in others, it has shown how services are organised to be more resilient and adaptive to unanticipated pressures. The COVID-19 pandemic presents a rare opportunity to examine empirically and to develop new theoretical frameworks on how and why health systems adapt to such unusual and intense pressures. International contributors consider how responses to COVID-19 are transforming the organisation and governance of health and care services and explore questions around strategic leadership at local, regional, national and transnational level. This book considers the relationship between public spending and public deficit and the varying successes and difficulties governments have had in recent years to balance the two. As the fiscal crash of 2007/8 turned into the Great Recession and tax revenues tumbled, public finances across the UK, the USA and Europe plunged into deficit. Controversial attempts by governments to balance their budgets, commonly described as austerity by critics, had mixed success, politically and economically. Michael Burton outlines how politicians tackled the worst economic downturn in over half a century, drawing on previous examples of deficit-reduction to see how governments managed public finances in recessions and where austerity worked and where it failed. This two-part book, which for the first time provides an historical context to austerity, analyses firstly deficit-reduction in the UK in the 1970s, 1980s, 1990s and 2010-2016, and then looks at case studies in Europe, the USA, Canada and Asia Pacific. The author concludes that with the ageing population placing greater pressure through health and pensions on the public finances of the developed world, politicians and their electorates will have to learn to live long-term with austerity.

This book provides a comparative analysis of the processes and impacts of austerity measures introduced in the field of Local Public Services (LPS) across Mediterranean Europe. The book describes and compares the trajectories of austerity, and the types of effects. It investigates how many (and what kind of) different responses were given to similar inputs and under the influence of what factors in order to understand if there are regularities in the way that the Mediterranean countries adopted and implemented the austerity measures and how these latter impacted on local government and LPS management and delivery. The book is a product of a sub network from the COST Action LocRef IS1207 and analyses seven countries (Portugal, Spain, Italy, Greece, Croatia, Cyprus and Albania).
