Shipping has played a pivotal role as the vector or artery through which this trade is conducted and in which this pattern of inequality has only recently been challenged by the South.
Interventionism—the manipulation of the internal politics of one country by another—has long been a feature of international relations. The practice shows no signs of abating, despite the recent collapse of Communism and the decline of the Cold War. In The Political Economy of Third World Intervention, David Gibbs explores the factors that motivate intervention, especially the influence of business interests. He challenges conventional views of international relations, eschewing both the popular "realist" view that the state is influenced by diverse national interests and the "dependency" approach that stresses conflicts between industrialized countries and the Third World. Instead, Gibbs proposes a new theoretical model of "business conflict" which stresses divisions between different business interests and shows how such divisions can influence foreign policy and interventionism. Moreover, he focuses on the conflicts among the core countries, highlighting friction among private interests within these countries. Drawing on U.S. government documents—including a wealth of newly declassified materials—he applies his new model to a detailed case study of the Congo Crisis of the 1960s. Gibbs demonstrates that the Crisis is more accurately characterized by competition among Western interests for access to the Congo's mineral wealth, than by Cold War competition, as has been previously argued. Yet they are being implemented in countries with nascent financial markets and small banks that have yet to ventureinto international markets. Why is this? This book develops a new framework to explain regulatory interdependence between countries in the core and the periphery of the global financial system. Drawing on in-depth analysis of eleven countries across Africa, Asia, and Latin America, it shows howfinancial globalisation generates strong reputational and competitive incentives for developing countries to converge on international standards. It explains how specific cross-border relations between regulators, politicians, and banks within developing countries, and international actors includinginvestors, peer regulators, and international financial institutions, generate regulatory interdependence. It explains why some configurations of domestic politics and forms of integration into global finance generate convergence with international standards, while other configurations lead todivergence. This book contributes to our understanding of the ways in which governments and firms in the core of global finance powerfully shape regulatory decisions in the periphery, and the ways that governments and firms from peripheral developing countries manoeuvre within the constraints andopportunities created by financial globalisation.

This book presents a new theory explaining underdevelopment in the global South and tests whether financial inputs, the government-business-media (GBM) complex and spatiotemporal influences drive human development. Despite the entrance of emerging powers and new forms of aid, trade and investment, international political-economic practices still support well-established systems of capital accumulation, to the detriment of the global South. Global asymmetrical accumulation is maintained by ‘affective’ (consent-forming hegemonic practices) and ‘infrastructural’ (uneven economic exchanges) labours and by power networks. The message for developing countries is that ‘robust’ GBMs can facilitate human development and development is constrained by spatiotemporal limitations. This work theorizes that aid and foreign direct investment should be viewed with caution and that in the global South these investments should not automatically be assumed to be drivers of development.

This book examines wide variety of ways in which environmental deterioration, in particular soil erosion, can be viewed and the implicit political judgements that often inform them. Using the context of developing countries, where the effects tend to be more acute due to underdevelopment and climatic factors, this work aims to examine this source of uncertainty and make explicit the underlying assumptions in the debate about soil erosion. It also rejects the notion that soil erosion is a politically neutral issue and argues that conservation requires fundamental social change. The Political Economy of Resources and Development offers a unique and multidisciplinary perspective on how the commodity boom of the mid-2000s reshaped the model of development throughout Latin America and elsewhere in the developing world.
