The recent food crisis and the ongoing debates on food price volatility, the impact of climate change on agriculture and food security highlight the weaknesses in available agricultural data. The Global Strategy to Improve Agricultural and Rural Statistics is a ground-breaking effort to strengthen agricultural statistics. It provides the framework essential to meeting the current and emerging data requirements and the demands of policy makers and other data users so that they can fill these urgent needs. This report describes the goals and purposes of the Global Action Plan, and provides the proposed global, regional and national governance structures. It examines the linkages of the Plan s technical components including country assessments, the technical assistance plan, the training plan and the research plan, and then outlines the process, assessment of resources, and timeline required for technical assistance, training and research. The report concludes with an overview of the implementation procedures and the monitoring, evaluation, and reporting requirements."
On the eve of Independence in 1947, Indian agriculture was characterized by feudal land relations and primitive technology, and the resultant low productivity per hectare. As a consequence, rural India presented a picture of mass poverty and widespread unemployment and under-employment. Therefore, the first task of the Government in the immediate post-Independence period was to initiate growth process in agriculture on modern lines. Modernization of agriculture was required both in terms of technological and institutional changes. The Mid-term Appraisal of the Tenth Five Year Plan (2002-07) drew attention to the loss of dynamism in agriculture and allied sectors after the mid-1990s. Hence, various policy initiatives have been taken in recent years to promote the agricultural sector. These have included the following: (a) National Agriculture Policy, 2000, (b) Vishesh Krishi Upaj Yojana, 2004, (c) National Horticulture Mission, 2005, (d) National Policy for Farmers, 2007, (e) Comprehensive District Agriculture Plan, 2007, (f) Rashtriya Krishi Vikas Yojana, 2007 and (g) National Food Security Mission, 2007. The impulses of economic reforms have been relatively less in scope and depth in the agricultural sector. Reforms in this sector were introduced only towards the end of the 1990s. These have included, inter alia, the following: (a) partial decontrol of fertiliser prices, (b) removal of bottlenecks in agricultural marketing, (c) relaxation of restrictions under the Essential Commodities Act, 1955 and (d) introduction of forward trading in important commercial crops. Similarly, various schemes/programmes have been launched for rural development including the following: (a) Indira Awaas Yojana, 1986, (b) Rural Infrastructure Development Fund, 1996, (c) Swarnjayanti Gram Swarozgar Yojana, 1999, (d) Total Sanitation Campaign, 1999, (e) Pradhan Mantri Gram Sadak Yojana, 2000, (f) National Nutrition Mission, 2001, (g) National Rural Employment Guarantee Act, 2005, (h) National Rural Health Mission, 2005, (i) Rajiv Gandhi Grameen Vidyutikaran Yojana, 2005, (j) Bharat Nirman, 2005 and (k) Prime Minister Employment Generation Programme, 2008. The present work traces developments in Indian agriculture and transformation of rural India during the post-Independence period. It explains the key reform measures undertaken for the modernization of agriculture and raising the standard of living of the rural population. Part I of the book, containing 15 chapters, provides a detailed description of the various aspects of agricultural development in India since Independence in 1947. Part II contains 11 chapters which deal with various programmes/schemes to improve the quality of life of the rural masses. Part III provides year-wise review of agricultural developments in India, covering the period 1947-48 to 2008-09. Part IV consists of appendices which provide relevant material on different aspects of Indian agriculture and rural development. Part V contains glossary of agricultural terms. Part VI contains time-series data (1950-51 to 2007-08) on Indian agriculture.
This handbook examines agricultural and rural development in Africa from theoretical, empirical and policy stand points. It discusses the challenges of the United Nations Sustainable Development Goals (SDGs) and assesses how poverty and other development concerns can be addressed in rural communities through agricultural transformation. Agricultural mechanization in Africa south of the Sahara — especially for small farms and businesses — requires a new paradigm to meet the needs of the continent’s evolving farming systems. Can Asia, with its recent success in adopting mechanization, offer a model for Africa? An Evolving Paradigm of Agricultural Mechanization Development analyzes the experiences of eight Asian and five African countries. The authors explore crucial government roles in boosting and supporting mechanization, from import policies to promotion policies to public good policies. The problems related to the process of industrialisation such as biodiversity depletion, climate change and a worsening of health and living conditions, especially but not only in developing countries, intensify. Therefore, there is an increasing need to search for integrated solutions to make development more sustainable. The United Nations has acknowledged the problem and approved the “2030 Agenda for Sustainable Development”. On 1st January 2016, the 17 Sustainable Development Goals (SDGs) of the Agenda officially came into force. These goals cover the three dimensions of sustainable development: economic growth, social inclusion and environmental protection. The Encyclopedia of the UN Sustainable Development Goals comprehensively addresses the SDGs in an integrated way. It encompasses 17 volumes, each devoted to one of the 17 SDGs. This volume addresses SDG 2, namely "End hunger, achieve food security and improved nutrition and promote sustainable agriculture" and contains the description of a range of related terms, to allow for a better understanding and foster knowledge. Our planet produces enough food to feed everyone. Malnutrition and hunger are the result of inappropriate food production processes, bad governance and injustice. SDG 2 seeks to guarantee quality and nutritious food to ensure healthy life by adopting a holistic approach that involves various actions targeting different actors, technologies, policies and programs. These initiatives have to face challenges coming from extensive environmental degradation, loss of biodiversity and the interrelated effects of climate change. An international joint study by the Food and Agriculture Organization of the United Nations (FAO) and UNESCO's International Institute for Educational Planning (IIEP) was conducted on education and rural development to review the status of the topic from the standpoint of public policies and the conceptual frameworks on which they are based and also to shed light on what may be called "good practice." The findings of the study are meant to serve not as models, but rather as points of reference for all those who are seeking ways of developing education in rural areas and contributing more effectively to rural development. Chapter I, "Education and Rural Development: Setting the Framework" (David Atchoarena and Charlotte Sedel), provides a contextual and theoretical introduction to the new rural development and poverty reduction thinking, as well as a discussion on the contribution of education to rural development. In Chapter II, "Basic Education in Rural Areas: Status, Issues and Prospects" (Michael Lakin with Lavinia Gasperini), the book reviews in depth the provision of basic education in rural areas and offers some policy directions for improvement. Further exploring a particular dimension of basic education, Chapter III, "Making Learning Relevant: Principles and Evidence from Recent Experiences" (Peter Taylor, Daniel Desmond, James Grieshop and Aarti Subramaniam), devotes specific attention to strategies linking the formal school teaching with students' life environment, including agriculture, and to garden-based learning. The intention is to provide updated information and new insights on much-debated aspects which are often associated with rural areas although their application is much broader. Chapter IV, "Strategies and Institutions for Promoting Skills for Rural Development" (David Atchoarena, Ian Wallace, Kate Green, and Candido Alberto Gomes), shifts the analysis from education to work and discusses the implications of the transformation of rural labor markets for skill development. A particular concern is the rise in rural non-farm employment and the need to enlarge the policy focus from agricultural education and training to technical and vocational education for rural development. This debate is taken further in Chapter V, "Higher Education and Rural Development: A New Perspective" (Charles Maguire and David Atchoarena), which considers higher level skills and the contribution of the tertiary education sector to rural development. Special attention is given to the reform of higher agricultural institutions and lessons based on case studies are provided to document good practice in institutional reform. Finally, Chapter VI, "Main Findings and Implications for Policy and Donor Support" (David Atchoarena with Lavinia Gasperini, Michael Lakin and Charles Maguire), concentrates on the main findings of the study and discusses policy implications and possible responses for donors and countries.
