The book reviews protectionist practices in the United States, the European Community and Japan. It assesses their causes and effects. In coverage, depth of analysis and vantage point this is a unique study of the new protectionist trends that began in the 1970s and continued into the 1980s. Multilateralism in trade relations is now seriously threatened by the deviant behaviour of the industrial nations, the would-be pillars of the world trading system set up after World War II. The new protectionism exerts strong pressures on the weaker components of the trading system: the developing nations. Born as an intra developed countries' affair, the new protectionism has in fact shifted its focus on developing countries, threatening the newly found outward orientation of many and making more difficult for all to retain the benefits of export trade.
The global financial crisis of 2008/9 is the Great Depression of the 21st century. For many though, the similarities stop at the Wall Street Crash as the current generation of policymakers have acted quickly to avoid the mistakes of the past. Yet the global crisis has made room for mistakes all of its own. While governments have apparently kept to their word on refraining from protectionist measures in the style of 1930s tariffs, there has been a disturbing rise in "murky protectionism." Seemingly benign, these crisis-linked policies are twisted to favour domestic firms, workers and investors. This book, first published as an eBook on VoxEU.org in March 2009, brings together leading trade policy practitioners and experts - including Australian Trade Minister Simon Crean and former Mexican President Ernesto Zedillo. Initially its aim was to advise policymakers heading in to the G20 meeting in London, but since the threat of murky protectionism persists, so too do their warnings.
In the wake of the Great Recession of 2008–09, economists feared that protectionist policies might sweep the world economy, echoing the wave of tariff escalations during the Great Depression of the 1930s. To some surprise, officials were more restrained and largely avoided traditional forms of protection (tariffs and quotas). As a result, economists underestimated the incidence of new protectionism because policymakers increasingly turned to more opaque behind-the-border nontariff barriers (NTBs). Using a combination of statistical analysis and case studies, the authors show that local content requirements (LCRs), a form of NTB, have become increasingly popular. How much was global trade actually reduced on account of LCRs? A conservative estimate might be $93 billion. Case studies featured cover the healthcare sector in Brazil, wind turbines in Canada, the automobile industry in China, solar cells and modules in India, oil and gas in Nigeria, and "Buy American" restrictions on government procurement.

The International Labour Organization was created in 1919, as part of the Treaty of Versailles that ended the First World War, to reflect the belief that universal and lasting peace can be accomplished only if it is based on social justice. As the oldest organisation in the UN system, approaching its 100th anniversary in 2019, the ILO faces unprecedented strains and challenges. Since before the financial crisis, the global economy has tested the limits of a regulatory regime which was conceived in 1919. The organisation's founders only entrusted it with balancing social progress with the constraints of an interconnected open economy, but gambled almost entirely on tools of persuasion to ensure that this would happen. Whether that gamble is still capable of paying-off is the subject of this book, by a former ILO insider with an unrivalled knowledge of its work. The book forms part of a broader inquiry into the relevance of founding institutional principles to today's context, and strives to show that the bet made on persuasion may yet pay off. In part, the text argues that there may be little alternative anyway, showing that the pathways to more binding solutions are fraught with difficulty. It also shows the ILO's considerable future potential for promoting effective, universal regulations by extending its tools of persuasion in as yet insufficiently explored directions. Starting with an examination of how the organisation's institutional context differs from 93 years ago, the author goes on to evaluate the prospects of numerous proposals put forward today, including the trade/labour linkage, but going beyond this. As a case study in how strategic choices can be made under legal, social and institutional constraints, the book should be valuable not only to those with an interest in the ILO, but to anyone who studies international organisation, labour law, law and society or political economy.
Globalization - the growing integration of economies and societies around the world, is a complex process. The focus of this research is the impact of economic integration on developing countries and especially the poor people living in these countries. Whether economic integration supports poverty reduction and how it can do so more effectively are key questions asked. The research yields 3 main findings with bearings on current policy debates about globalization. Firstly, poor countries with some 3 billion people have broken into the global market for manufactures and services, and this successful integration has generally supported poverty reduction. Secondly, inclusion both across countries and within them is important as a number of countries (pop. 2 billion) are failing as states, trading less and less, and becoming marginal to the world economy. Thirdly, standardization or homogenization is a concern - will economic integration lead to cultural or institutional homogenization?
A deep and unresolved tension exists within American trade politics between the nation’s promotion of an open world trading system and the operations of its democratic domestic political regime. Whereas most scholarly attention has focused on how domestic politics has interfered with the United States’ global economic leadership, Orin Kirshner offers here an analysis of the ways in which U.S. leadership in the arena of global trade has affected American democracy and the domestic political regime. By participating in multilateral trade agreements, the U.S. Congress has transferred its trade policymaking authority to the president and, through international trade negotiations, from the American state to the GATT/WTO regime. This reorganization of policymaking authority has resulted in the "triumph of globalism," and fundamentally alters the citizen-state relationship assumed in democratic theory. Kirshner illustrates this process through four case studies: The Reciprocal Trade Agreements Act of 1945, The Trade Expansion Act of 1962, The Trade Act of 1974, The Omnibus Trade and Competitiveness Act of 1988, and further examines the impact of the Uruguay Round Agreements Act of 1994 on the political and institutional structure of American trade politics up to the current period. A US/Brazil trade conflict on the Brazilian protectionist electronics policy developed during 198589. In that period and under the threat of trade sanctions, a few changes were made in the Brazilian policy. Major consequences of the conflict were felt after its conclusion. It was one important political factor among the forces that pushed for the opening of the Brazilian electronics market in the early 1990s.

The ‘Everything But Arms’ (EBA) regulation of the European Union (EU) has been hailed as a groundbreaking initiative for developing countries. Since 2001 EBA grants almost completely liberalized access to the European market for products from the least-developed countries (LDCs). It quickly became the most symbolic European trade initiative towards the Third World since the first Lomé Convention in the 1970s. Given its central position in EU discourse and its continuing relevance for the European and international trade agenda, this book attempts to present a thorough analysis of EBA. ‘European Union Trade Politics and Development’ contains contributions from a diverse range of scholars who collectively present a comprehensive picture of EBA. This volume also contains a broader analysis of EU trade politics towards the South, focusing on agricultural policy reform, Europe’s evolving relationship with ACP countries (ex-colonies from Africa, the Caribbean and the Pacific), it links EBA with Europe’s negotiating position within the World Trade Organization.
