But the thinking people received the news of peace with gladness. Jefferson wrote that Quebec and Halifax would have been taken, but that peace and reconciliation were better than conquest by war. It was a time for repression of passion rather than for the perpetuation of hatred. Jefferson's advice concerning the inscription for the Capitol which the British burnt was that it should be brief and so no passion can be imputed to it. The same spirit is seen in measures advocated by Madi son and Monroe. The leaders of the hour were men who had no interest to gain at the expense of public peace. They endeavored to cultivate an intelligent public sentiment. The elements which entered into their public actions will bear the close scrutiny of their critics.
