Of course both systems have their advantages as well as their drawbacks, but it can hardly be denied that the voluntary system is more liable to leave gaps of the kind which I have mentioned. But it is now time for me to turn from considerations of a personal character to a contemplation of the general features of those industries with which Hurter was identified, and to say a few words on their present state and on their immediate future, so far as it is safe to foretell the latter.
