The Job Opportunities in the Business Sector (JOBS) program in a manpower assistance program that was begun in January 1968 under the joint sponsorship of the U.S. Department of Labor (DOL) and the National Alliance of Businessmen (NAB). Designed to alleviate the problems of hard-core unemployment and underemployment, the JOBS program is composed of three elements: assistance contracting with employers whereby the DOL reimburses the employer for the extraordinary costs of training and providing supportive services to employees selected from among the hard-core disadvantaged and the working disadvantaged; the hiring of in-school needy youth between the ages of 16 and 21 for productive summer jobs to provide work experience that will lead them back to school or on to other forms of education, training, or permanent employment; the hiring, training, and supportive servicing of hard-core disadvantaged persons by employers under a volunteer hiring program in which expenses are not reimbursed by the government.
