"As testimony was brought before the Labor Subcommittee, many individuals alluded to the negative and detrimental impact of the so-called prevailing wage laws as they apply and as they have impact on Davis-Bacon. Many testified that businesses have said that Davis-Bacon has become 'a thorn in the flesh to small business.' I believe that small business and the Davis-Bacon Act just don't mix. By refusing to modernize the 50-year-old Davis-Bacon statutes, Congress continues to keep small businesses from effectively competing with their larger counterparts for Government contracts"--Page 1.
