Due to incomplete contracts, efficiency of an organization depends on willingness of individuals to take non-selfish actions, e.g., cooperate when there is no incentive to do so, or punish inefficient actions by others. Organizations also constitute a social boundary, or group. We investigate whether this social aspect of organizations has an important benefit, fostering unselfish cooperation and norm enforcement within the group, but whether there is also a dark side, in the form of hostility between groups. Our experiment provides the first evidence without the confounding effect of self-selection into groups. Individuals are randomly assigned to different platoons during a four-week portion of officer training in the Swiss Army. We conduct choice experiments - simultaneous prisoner's dilemma games, with and without third-party punishment - in week three. Random assignment significantly increases willingness to cooperate with fellow platoon members. Assignment does not lead to hostility, in the sense of vindictive punishment of outsiders, but does affect norm enforcement, enhancing willingness to enforce a norm of cooperation towards fellow platoon members. This suggests that the social aspect of organizations motivates efficient behavior even when ordinary incentives fail, and helps explain practices designed to foster social ties or group identification within an organization.

A number of recent influential publications have promoted the idea that the high levels of altruism and violent intergroup conflicts observed in humans might be the result of a joint evolution of behavioral traits causing cooperativeness among group members ('in-group love') and spite and aggression between members of different groups ('out-group hate'). This hypothesis, dating back to Darwin himself, has been dubbed 'parochial altruism'. While much empirical evidence has been collected which shows that humans readily condition their social behaviors on their conspecifics' group membership, a number of important questions still remain unanswered. Social norms are rules that prescribe what people should and should not do given their social surroundings and circumstances. Norms instruct people to keep their promises, to drive on the right, or to abide by the golden rule. They are useful explanatory tools, employed to analyze phenomena as grand as international diplomacy and as mundane as the rules of the road. But our knowledge of norms is scattered across disciplines and research traditions, with no clear consensus on how the term should be used. Research on norms has focused on the content and the consequences of norms, without paying enough attention to their causes. Social Norms reaches across the disciplines of sociology, economics, game theory, and legal studies to provide a well-integrated theoretical and empirical account of how norms emerge, change, persist, or die out. Social Norms opens with a critical review of the many outstanding issues in the research on norms: When are norms simply devices to ease cooperation, and when do they carry intrinsic moral weight? Do norms evolve gradually over time or spring up spontaneously as circumstances change? Group-based interventions are fast gaining traction in developing countries, often bolstering existing government service delivery systems. Such groups provide development programs with a means of extending their reach to households and individuals that might otherwise not seek public goods and services. However, the very reliance on the notion of “community” in these programs can constrain participation to those with a shared identity. In India, shared caste identity remains a central, and often controversial, element in many community-based programs. We explore the salience of caste identity with a field experiment conducted among women’s self-help groups in an eastern state of India. The experiment focused on the provision of information on nutrition, diet, and kitchen gardens. Specifically, we test the interplay between (a) the provision of information to self-help groups and (b) the caste identity of the information provider relative to the group’s caste identity, to assess what matters more –the message or the messenger. We randomize two treatments – an information treatment and ahomophily treatment – and measure the effect of these treatments on two outcomes: group members’willingness to contribute to a group-owned club good (a collectively managed kitchen garden), andindividual members’ retention of the information they received. We find that (1) information is veryimportant, (2) homophily, or shared caste identity with the information provider, is not that important,but (3) higher-caste information providers elicit greater willingness to contribute. These findings haveseveral implications for the design of public programs that rely on community-based organizations andagents as implementing partners and may thus be susceptible to identity issues, such as the exclusionof lower castes from certain occupations, public spaces or public goods.
