This book contributes fresh theoretical and empirical evidence on patterns of regional production structures, specialization, regional disparities, convergence and divergence processes and evaluation of cohesion policies in both current and future European Union (EU) member states in the context of increased integration. These subjects are addressed in both individual and cross-country analyses using innovative methodologies. The book is an essential reading for a large audience including researchers and policy makers working in the fields of economic integration, transition economics and regional development. The thirteen contributions brought together in this book are the result of recent research undertaken in the framework of a larger project initiated and coordinated by the Center for European Integration Studies (ZEI) of the University of Bonn on determinants of regional specialization, growth and convergence in the context of European integration. A number of these papers were presented to a conference on “European integration, regional convergence, location of industrial activity and labour market adjustment” initiated by the Center for European Integration Studies of the University of Bonn and organized jointly with the Center for European Studies of the University “Alexandru Ioan Cuza” of Iasi, Romania. How can one convince potent nation-states to put their sovereignty at risk in common European policies? EU cohesion policy, now one-third of the EU budget, provides such a puzzle. Until 1988 the European Commission shared out money to national governments with few strings attached. Since the reform of 1988, national governments are required to negotiate with the Commission and regional authorities on how to use the money. Has this European-wide policy eroded national sovereignty in favour of a stronger role for the Commission and more power for Europe's regions? The first part of the book probes into the policy dynamics at the European level. In the second part, eight country studies evaluate the impact of uniform EU policy on territorial relations by comparing policy making before and after the reform. The concluding section explains persistent variation in EU cohesion decision making and implementation.

EU Cohesion policy accounts for a major share of the EU budget and is central to economic and social development in many European countries. This book provides a comprehensive and theoretically-informed analysis of how Cohesion policy has evolved over time, in particular the budgetary and policy dynamics of the 2007-13 reform. Although it is agreed that the dual development of monetary integration and territorial enlargement are likely to generate profound effects on European spatial structure, in both West and East, much uncertainty centres around the question of what changes will be brought about. This book furthers our economic understanding of the opportunities and challenges offered by these developments. The emphasis is primarily on the economic agenda associated with European integration. Part A reviews the debate on European monetary unification. Economic integration raises many issues, one which is dealt in depth is the issue of convergence versus divergence. Part B centres around the dynamics of cohesion in the EU and the associated regional policies, reflecting on experience from the past and challenges for the future.
