In February 2019, the OECD Development Assistance Committee (DAC) adopted its Recommendation on the Humanitarian-Development-Peace Nexus, in order to foster greater coherence among actors working to strengthen resilience in fragile contexts and address the root causes of humanitarian challenges. In advance of the monitoring report due in 2024, this interim progress review analyses adherents' efforts to align their work with the principles of the Recommendation. It documents the progress of DAC and United Nations adherents in taking forward the triple nexus approach, while pointing to remaining gaps between the Recommendation's aspirations and these adherents' practice across co-ordination, programming, and financing. The report identifies nine areas where to accelerate the move from policy to action.
The multilateral system channels a growing share of official development assistance (ODA), reflecting its increasing significance in an era of overlapping crises and development challenges. However, as the system is pressed to address an expanding array of humanitarian and development issues, its limitations are becoming apparent, prompting a strong push for reforms to enhance its capacity. This fourth edition of the Multilateral Development Finance report sheds light on the aid flows directed to and from the multilateral development system and assesses the impact of ongoing reforms. Highlighting the need to manage the risky trade-offs introduced by recent evolutions, such as the growing reliance on financial innovation, the report proposes solutions to make the system fit for the future. This edition is enriched with online data visualisations showing how members of the OECD Development Assistance Committee (DAC) use the multilateral system.

This Toolkit synthesises learning and examples gathered from Development Assistance Committee (DAC) members and partners, including their work through international fora such as the OECD, as well as additional research. It aims to support DAC members and partners in deepening their work and accelerate progress on any number of topics contained within the DAC Recommendation’s six pillars. Progress in Sexual Exploitation, Abuse and Harassment (SEAH) prevention and response can be very incremental and difficult to measure, in part because it relies on addressing the many underlying factors that support the perpetuation of SEAH, such as cultural and social norms, as well as power dynamics. This Toolkit aims to support progress by DAC members on both technical and political levels, as well as support their coordination efforts with their partners to work towards long-term, sustainable change.
As water's significance as a geopolitical resource is poised to surpass that of oil, this book explores the adaptation of Water, Sanitation, and Hygiene (WASH) services in the Middle East to climate change challenges, leveraging the Humanitarian-Development-Peace nexus for a sustainable transition and resilient solutions. Delving into the humanitarian and development sectors across the region, the authors advocate for a transformative approach towards more innovative, integrated, and localized programming. It draws a parallel between the increasing global shift in humanitarian needs, as starkly revealed by the COVID-19 pandemic, and the ongoing devastation wrought by climate change, particularly through water-related crises such as flooding, drought, famine, and conflict. The authors stress the urgent need for adaptive and sustainable strategies that can swiftly respond to evolving climate challenges. This book argues that there is currently a window of opportunity for WASH practitioners to develop broader, multi-sectoral experiences to meet these challenges. Drawing on discussions with humanitarian and development practitioners and new contemporary case studies, this book analyzes the financial, institutional, environmental, technical, and socio-cultural considerations for creating sustainable WASH services in transition. The narrative emphasizes the urgent need for a Humanitarian-Development-Peace nexus approach, advocating for multisectoral collaboration and localization as vital to addressing protracted crises and climate change's escalating threats. It calls for a strategic shift towards organizations that merge immediate humanitarian aid with sustainable development, enhancing local capacities for effective, enduring solutions. The authors conclude by outlining practical actions for humanitarian and development organizations at the local, national, regional, and global levels to support effective integrated and transitional WASH programming in the future.
In addressing humanitarian crises, the international community has long understood the need to extend beyond providing immediate relief, and to engage with long-term recovery activities and the prevention of similar crises in the future. However, this continuum from short-term relief to rehabilitation and development has often proved difficult to achieve. This book aims to shed light on the continuum of humanitarian crisis management, particularly from the viewpoint of major bilateral donors and agencies. Focusing on cases of armed conflicts and disasters, the authors describe the evolution of approaches and lessons learnt in practice when moving from emergency relief to recovery and prevention of future crises. Drawing on an extensive research project conducted by the Japan International Cooperation Agency Research Institute, this book compares how a range of international organizations, bilateral cooperation agencies, NGOs, and research institutes have approached the continuum in international humanitarian crisis management. The book draws on six humanitarian crises case studies, each resulting from armed conflict or natural disasters: Timor-Leste, South Sudan, the Syrian crisis, Hurricane Mitch in Honduras, the Indian Ocean earthquake and tsunami in Indonesia, and Typhoon Yolanda. The book concludes by proposing a common conceptual framework designed to appeal to different stakeholders involved in crisis management. Following on from the World Humanitarian Summit, where a new way of working on the humanitarian-development nexus was highlighted as one of five major priority trends, this book is a timely contribution to the debate which should interest researchers of humanitarian studies, conflict and peace studies, and disaster risk-management.

This report examines fragility as a story in two parts: the global state of fragility that existed before COVID-19, and the dramatic impact the pandemic is having on that landscape.
