The Committee welcomes the shift in emphasis away from Jobseekers Allowance claimants towards those on income support and incapacity benefit, but wants more resources to help clients facing multiple and complex barriers to employment. Other recommendations concern the operation of Jobcentre Plus and the New Deal programmes. Better co-ordination is needed with other initiatives and programmes, and there should be stronger relationships between local businesses and those engaged in improving job opportunities for non-employed people.
