The Second was during the launch of the Uruguay Round, when Brazil persisted with this policy. This second period is referred to as the initial position of Brazil in the Uruguay Round. The third was Montreal, in 1988, when Brazil supported the principles which guided an agreement on services. After this turning point, Brazil’s position in the Round was increasingly supportive of an agreement, not only in services, but in all fields.
