DOWNLOAD EBOOKPaul Ryan has brought together the writings of the most prominent British research into vocational preparation in Britain in comparison to the other advanced economies, primarily within the EEC. The book, originally published in 1991, documents various aspects of inadequacy in British practice at the time, concentrating upon intermediate skills, which are of crucial importance for economic performance. The introduction outlines the strengths and weaknesses of comparative research. Part 1 discusses the use which has been made of it by policy makers in Britain and various aspects of comparative methods in practical comparisons, including an Anglo-Scottish one. Part 2 concerns vocational preparation in connection with productivity and produce markets, noting its importance for economic performance and its dependence upon companies’ product choices. Part 3 contains studies of the organization of skills and work and the finance of training within the EEC as a whole. Part 4 comprises studies of training in relation to labour market structures, each of which indicates similar alternatives for training policy in Britain – alternatives whose relevance and political prospects can only be enhanced by the demise of Thatcher government deregulatory policies.

DOWNLOAD EBOOKThis study focuses on the general question of the value of vocational qualifications to employers by considering three areas in which the economic value of vocational qualifications to employers is evident: in prerequisites specified in job hiring, in employment levels of people with different qualifications, and in the wage levels of people with different qualifications. The findings indicate that employers want people with qualifications when recruiting for some jobs, but experience is more valuable. Employers are more likely to employ people with qualifications but this depends on the level of qualification, age and sex. Employers pay more for people with qualifications but again, this depends on the type of qualification - schooling matters more than low-level vocational qualifications.

DOWNLOAD EBOOKOne of the committees of the Organisation for Economic Cooperation and Development (OECD) examined the vocational education and training policies of its member countries. The committee identified a number of significant policy directions that are emerging in OECD countries. Among these are an enhanced political commitment to providing vocational training, a strengthening of the economic and social roles of vocational education, and a raising of the quality of vocational education, training and skills of the labor force. Analysis of the vocational education and training policies of individual OECD-member countries reveals particular emphasis on the contributions vocational education can bring to innovation, to technology, to the supply of labor, and to productivity and economic development. In addition, many OECD-member countries are in the process of reforming their mechanisms for financing initial and further skills training. If these reforms are to succeed, the following key issues must be addressed: the share of costs among firms, and between the state and firms; the costs of combined work and training; and the development of financing arrangements that are flexible enough to respond to changes in work content and in the labor force. DOWNLOAD EBOOKIn today's rapidly changing world a constant renewal of knowledge and skills in every human endeavour can be observed. The characteristics of workers and the jobs that they perform have been attended by technological, social, and political change on a global scale. New forms of employment have made work more mobile to an extent never experienced before. An increasing proportion of workers no longer need come to their employer's job site in order to do their work. The instability of employment is creating a new breed of workers who know how to move efficiently from one job to another. As a consequence workers need flexible qualifications to perform jobs. Key qualifications are the answer! Key qualifications provide the key to rapid and effective acquisition of new knowledge and skills. First, qualifications enable workers to react effectively to, and exercise initiative in, changes to their work. Second, qualifications enable workers to shape their own career in a time of diminishing job security, nowadays frequently defined as `employability'.
