In September 1996, members of the right-wing Japan Youth Federation repaired a lighthouse on one of the Diaoyu (J. Senkaku) Islands, a small group of uninhabited islets north of Taiwan in the Liuqiu (J. Ryukyu) chain, known today as Okinawa. For months, outraged ethnic Chinese in Hong Kong and Taiwan protested Japan’s presence in the islands, and violent confrontations between protesters and the Japanese Marine Self-Defense Force resulted. Tension over these incidents has subsided since 1996, but the sovereignty of the islands remains a concern for both China and Japan. The long and complex history of relations between the two countries has made the problem difficult to resolve. This volatile situation has been further complicated by the involvement of other countries, including the U.S. Although the Diaoyu/Senkaku matter may be characterized as a simple territorial dispute between two nations, it exposes complicated geopolitical relations among Japan, China, Taiwan, and the U.S. in the Asia-Pacific region. America needs better options for resolving potential crises In recent years, the Pentagon has elevated its concerns about Russia and China as potential military threats to the United States and its allies. But what issues could provoke actual conflict between the United States and either country? And how could such a conflict be contained before it took the world to the brink of thermonuclear catastrophe, as was feared during the cold war? Defense expert Michael O'Hanlon wrestles with these questions in this insightful book, setting them within the broader context of hegemonic change and today's version of great-power competition. The book examines how a local crisis could escalate into a broader and much more dangerous threat to peace. What if, for example, Russia's “little green men” seized control of a community, like Narva or an even smaller town in Estonia, now a NATO ally? Or, what if China seized one of the uninhabited Senkaku islands now claimed and administered by Japan, or imposed a partial blockade of Taiwan? Such threats are not necessarily imminent, but they are far from inconceivable. Economic warfare would include offensive elements, notably sanctions, as well as measures to ensure the resilience of the United States and allies against possible enemy reprisal. The goal is to deter war through a credible set of responses that are more commensurate than existing policy with the stakes involved in such scenarios.

South Korea and Japan have forged a deeper diplomatic and economic partn- ship over the past decade. A new spirit of partnership after the landmark joint declaration of 1998 culminated in the successful co-hosting of the World Cup 2002. At the end of 2003 the two neighbors began to negotiate an FTA to further strengthen their already close economic ties. South Korea’s decades-long embargo on Japanese cultural products has now been lifted, while a number of South Korean pop stars are currently sweeping across Japan, creating the so-called “Korean Wave” fever. A pragmatic calculation of national interests would thus suggest cooperative behavior.
