This book examines the formation and operation of the Conservative and Liberal Democrat coalition government from May 2010 to May 2015. The authors outline the factors that enabled the union, including economic circumstances, parliamentary politics, the initially amicable relationship established between David Cameron and Nick Clegg, and the apparent ideological closeness of Conservative modernisers and Orange Book Liberal Democrats. The authors then analyse how these factors shaped the policy agenda pursued over the five years, including the issues of deficit reduction, public sector reform, and welfare reduction, before discussing the tensions that developed as a result of these decisions. Ultimately, relations between the coalition partners steadily became less amicable and more acrimonious, as mutual respect gave way to mutual recrimination.

This volume explores new directions of governance and public policy arising both from interpretive political science and those who engage with interpretive ideas. It conceives governance as the various policies and outcomes emerging from the increasing salience of neoclassical and institutional economics or, neoliberalism and new institutionalisms. In doing so, it suggests that that the British state consists of a vast array of meaningful actions that may coalesce into contingent, shifting, and contestable practices. Based on original fieldwork, it examines the myriad ways in which local actors - civil servants, mid-level public managers, and street level bureaucrats - have interpreted elite policy narratives and thus forged practices of governance on the ground. Providing an in-depth case study on the emergence of social impact investing in the UK, this book develops a new perspective on financialization processes that highlights the roles of non-financial actors. In contrast to the common view that impact investing gears finance toward the solution of social problems, the author analyzes how these investments create new problems and inequalities. To explain how social impact investing became popular in British social policy despite its unclear effectiveness, the author focuses on cooperative relations between institutional entrepreneurs from finance and various non-financial actors. Drawing on field theory, he shows how seemingly unrelated social transformations – such as HM Treasury's expanding role in public service reform – may act as resonance spaces for the spread of finance. Opening up a new perspective on financialization processes in the terrain of public policy, this book invites readers to refocus scholarship on capitalist dynamics to the meso-level. Based on this analysis, the author also proposes ways to transform social impact investing to increase its potential for reducing global inequalities.
