Excerpt from The Birth of the New Party or Progressive Democracy It has been said that misgovernment in the United States is an incident in the history of commerce. But this is true, not only in the United States but of all government. It is inevitable that after every period of material prosperity there should be a period of accounting and recapitulation in which the people are forced to recover those rights that in the time of general jubilation have been purloined from them. It is no jest that in the times of excitement, certain brainy and unscrupulous men will find themselves in the position of the nimble gentleman who boasted that he would take all the prizes at the county fair. He did; but fortunately the policeman made him put them all back before he got outside the gate. At the beginning of the Victorian Age there was an Attorney General of England, afterwards Lord Chief Justice Campbell, who rose at a public banquet in Edinburgh and with his comfortable dinner warming his imagination, his face beaming in response to the flattering reception, declared that the Chartist movement had passed entirely away. Lord Campbell was the Wickersham of his day. The fatuous blunderer of our own day was no further away from the truth in his Chicago speech than was Lord Campbell in his Edinburgh effort. Within ten days the war for what was called the People's Charter was at its height - and it lasted for ten years. Excerpt from Progressive Democracy The best evidence of the power of progressivism is the effect which its advent has had upon the prestige and the fortunes of political leaders of both parties. For the first time attractions and repulsions born of the progressive idea, are determining lines of political association. Until recently a man who wished actively and effectively to par ticipate in political life had to be either a Democrat or a Republican; but now, although Republicanism and De mocracy are still powerful political forces, the standing of a politician is determined quite as much by his relation to the progressive movement. The line of cleavage between progressives and non-progressives is fully as important as that between Democrats and Republicans. Political leaders, who have deserved well of their own party but who have offended the progressives, are retiring or are being retired from public life. Precisely what the outcome will be, no one can predict with any confidence; but one result seems tolerably certain. If the classification of the great majority of American voters into Democrats and Repub licans is to endure, the significance of both Democracy and Republicanism is bound to be profoundly modified by the new loyalties and the new enmities created by the aggres sive progressive intruder. Excerpt from The Progressive Movement: A Non-Partisan, Comprehensive Discussion of Current Tendencies in American Politics So much attention has been given to the rise and development of the Progressive party in the United States that there has been a tendency to overlook the larger and more fundamental movement of which it is a part. Although this movement had struck its roots far back in the past and was already vigorous and grow ing when the campaign of 1912 began, the sudden, meteoric appearance of the new party, the striking per sonality of its candidate for President, and the wide variety of issues raised, thrust the movement itself into the background. The result has been a confusion of the party with the movement, a belief that they advocate precisely the same principles, and a conviction that they must stand or fall together.
