He twice served as Secretary of War 1911-1913 under Republican William Howard Taft and 1940-1945, under Democrat Franklin D. Roosevelt. He served as Governor-General of the Philippines. As Secretary of State (1929-1933) under Republican President Herbert Hoover he articulated the Stimson Doctrine which announced American opposition to Japanese expansion in Asia.
