THE seventeenth century is the period when Europe, shattered in its political and religious ideas by the Reformation, reconstructed its political system upon the principle of territorialism under the rule of absolute monarchs. It opens with Henry IV., it closes with Peter the Great. It reaches its climax in Louis XIV. and the Great Elector. It is therefore the century in which the principal European States took the form, and acquired the position in Europe, which they have held more or less up to the present time. A century, in which France takes the lead in European affairs, and enters on a course of embittered rivalry with Germany, in which England assumes a position of first importance in the affairs of Europe, in which the Emperor, ousted from all effective control over German politics, finds the true centre of his power on the Danube, in which Prussia becomes the dominant state in north Germany, in which Russia begins to drive in the Turkish outposts on the Pruth and the Euxine - a century, in short, which saw the birth of the Franco-German Question and of the Eastern Question - cannot be said to be deficient in modern interest. The map of Europe at the close of the seventeenth shows the same great divisions as it does at the close of the nineteenth century, with the notable exception of Italy. Prussia and Russia have grown bigger, France and Turkey have grown smaller, the Empire has become definitely Austrian, but in all its main divisions the political map of Europe is practically unchanged. The states which were formed in the general reconstruction of Europe after the religious wars of the sixteenth century are the states of which modern Europe is now composed. Great nations are apt to change their forms of internal government much more often than they do their political boundaries and influence; but it is a remarkable thing that, with the great exception of France, the principal European states possess at the present time not only a similar political position, but a similar form of government to that which they possessed at the close of the seventeenth century. In spite of the wave of revolutionary principles, which flowed out from France over Europe at the end of the eighteenth century, the principal states of Europe at the present time are in all essentials absolute monarchies, and these monarchies are as absolute now as they were then, with the two exceptions of Italy, which did not then exist, and France, which is now a Republic, but has been everything in turn and nothing long. The formation of the modern European states' system is therefore the main element of continuous interest and importance in the history of the seventeenth century, that is to say, the acquisition by the chief European states of the boundaries, which they have since substantially retained, the adoption by them of the form of government to which they have since adhered, and the assumption by them, relatively to the other states, of a position and influence in the affairs of Europe which they have since enjoyed. The sixteenth century saw the final dismemberment of medieval Europe, the seventeenth saw its reconstruction in the modern form in which we know it now.

Focusing on works by novelists from Jane West to Susan Ferrier, the collection argues that didactic novels within these decades were particularly feminine; that they were among the few acceptable ways by which women could participate in public political debate; and that they often blurred political and ideological boundaries. The first part addresses both conservative and radical texts of the 1790s to show their shared focus on institutional reform and indebtedness to Mary Wollstonecraft, despite their large ideological range. In the second part, the ideas of Hannah More influence the ways authors after the French revolution often linked the didactic with domestic improvement and national unity. The essays demonstrate the means by which the didactic genre works as a corrective not just on a personal and individual level, but at the political level through its focus on issues such as inheritance, slavery, the roles of women and children, the limits of the novel, and English and Scottish nationalism. The last two decades of the sixteenth century hold a place apart in English History. The exploits of the great Elizabethan seamen helped to shatter the supremacy of Spain upon the sea, but they did more than this. They aroused in the English people the instinct of their true destiny, as a maritime, trading, and colonizing power. The granting of Charters to the Eastland (Baltic) Company (1579), to the Levant Company (1581), to the Guinea Company (1588), the foundation of the great East India Company (1600), the opening out by the Muscovy Company of a new trade route to Persia by way of Astrachan, the daring efforts to discover a North-West and a North-East passage to Cathay and the Indies, the first attempts to erect colonies in Virginia and Newfoundland, all testify to the spirit of enterprise which animated the nation, a spirit whose many-sided activity never failed to command the Queen's sympathy and encouragement. In thus entering, however, upon that path of colonial and commercial expansion which in later times was to become world-wide, the Englishman found himself in the first half of the seventeenth century confronted by a more formidable rival than the Spaniard. The defeat of the Invincible Armada was followed by the rise of a new Sea-Power. At the opening of the seventeenth century the Dutch Republic had not only succeeded in resisting all the efforts made for its subjugation to Spanish rule, but, after more than thirty years of continuous and desperate struggle, was thriving in the midst of war. In the course of that struggle much help had been given, both in money and men, by Elizabeth. But the English Queen was not for many years whole-hearted in her support. She saw in the revolt of the Netherlands a means for draining the resources of a dangerous adversary. It was no small relief to her that the coast lying opposite to the mouth of the Thames, with its many ports and hardy sea-faring population, should no longer be at the disposal of the master of the strongest navy in the world. She felt a certain amount of sympathy with the Dutch on religious grounds, but a sympathy tempered by political considerations, and strictly subordinated to them. To support the rebellion of subjects against their legitimate ruler was to the instincts of the Tudor Queen a course which only necessity could justify. Hence her repeated refusal of the proffered sovereignty, her niggardly aid, her temporizing and apparently capricious attitude. As a matter of fact, throughout this critical period of her reign the policy of Elizabeth was not governed either by sentiment or by caprice. She always kept steadily in view the welfare and the security of England, with whose interests those of her own throne were identified, and she held aloof from entanglements which might be dangerous to the safety of her kingdom. Not until after the assassination of William the Silent, followed by the success of Parma in capturing Antwerp, August, 1585, did she make reply to the threatening attitude of Spain by openly taking sides with the rebel provinces. Still refusing the sovereignty, she sent Leicester at the head of a strong body of English troops to act in her name, as Governor-General, at the same time characteristically bargaining that the seaports Flushing and Brill with the fort of Rammekens should be delivered to her in pledge for the repayment of her costs. The mission of Leicester was a failure, whether it be regarded from the military or the political standpoint, but it gave the Dutch at a transition period of disorganization and pressing peril a disciplined force to assist in their defence, and a breathing space for recuperation...

Moral virtues are in these cases uprooted; military virtues, which may exist in the most depraved man or state, flourish.The era of the great Protestant Revolution ushered in the period of religious wars, France was devastated by religious and civil wars combined in the latter half of the sixteenth, and in the beginning of the seventeenth century. It took part in the Thirty Years' War of Germany (1618-1648); it was again the theatre of the civil war of the Fronde, in which aimless attempts were made to oppose the absolutism of the French crown (1648- 1653). Germany was almost ruined by its great civil and religious Thirty Years' War. England had also suffered in its great civil and partly religious war, which ended in 1648, with the execution of Charles I.The great principle of religious toleration was unknown in the sixteenth century, and taught without success by a few great thinkers in the seventeenth century. Men believed great truths, by believing which they thought they secured their salvation, and they deemed it their bounden duty to make others believe, in order that they too might be saved.
