This book provides an overview of the current state of discussion from different perspectives. It starts with the European view. Representatives of the CEC present the political strategies and objectives of the IV Framework Programme regarding education and training supported by technology and telematics. International experts join the discussion, specifying political, cultural, sociological, psychological and market factors which determine the success of the implementation of new learning environments. How should learning systems be developed and evaluated: this question is tackled in the following section. Specific project desciptions show how the involvement of different user groups has been achieved: home learners, small and medium-sized enterprises, large companies, secondary and tertiary education. The perspective then shifts to the different components of learning systems: the management of virtual space, the economical production of learning material, the use of simulation... A more technology-oriented section discussing questions of different technologies and standards concludes the publication.

This volume focuses on the activities on Health Telematics Education. In Europe, coordinated activities in healthcare informatics education started in the late 1980's with the establishment of European Courses in Health Teematics. At the same time the European Commission foresaw the need for spreading the knowledge of IT in the Healthcare Sector. Therefore the EC, since then, have supported the initiatives that aim to create awareness, stimulate diffusion, educate and train the users (healthcare professionals) in the application of Information Technology to the Healthcare Sector. Such an initiative is the NIGHTENGALE project which is an essential project in the planning and implementation of strategy timing the Nursing profession in using and applying healthcare information systems, as well as, the IT EDUCTRA project which covers a more wide spectrum of the Health Telematics Education. The objective of this book is to promote the appropriate use of the developed Telematics infrastructure across Europe by educating and training healthcare professionals in a harmonising way across Europe in the upcoming field of Health and Nursing Informatics. For achieving this objective the European Commission established a series of European Conferences on Health Telematics Education, and Workshops by experts (users, developers and policymakers). In this book the Proceedings of the first European Conference in 'Health Telematics Education' (HTE'96), organised by the NIGHTINGALE project and supported by the IT EDUCTRA project, are included as well as the minutes and the presentations of the NIGHTINGALE Workshops.

Telemedicine, the practice of transferring medical data using interactive audio, visual and data communication systems, is fast becoming indispensable in modern medicine, healthcare and education. This volume reviews the rapidly expanding and changing field of telemedicine in general with a special focus on teledermatology. As well as presenting historical and technological aspects, the book also describes several of the many fields of application in detail - one of them being teleteaching which already forms an essential part of medical training. Another major issue in telemedicine is the discussion of legal and ethical aspects of teleconsulting. Further contributions acquaint the reader with the various possibilities of telemedicine such as telemedicine for the family doctor, teleradiology, applications in surgery, telepathology, telecardiology, telemedicine in oncology and ophthalmology, and telepsychiatry. The particular aspects of teledermatology are discussed in detail in a separate section. All healthcare professionals from the medical practitioner to the pharmacist, healthcare manager, nurse or technician will find this compilation of up-to-date data valuable reading. Throughout the world, schools, universities, and industry have begun to use virtual instruction to expand their outreach to learners and to promote collaboration and exchange among educators. As these virtual communities encompass the globe, questions regarding the nature of teaching learning, and communicating in a technology-embedded, multicultural, and border-free environment have arisen. The essays in this book clarify predominant theoretical issues that pertain to this new form of computer-mediated, interactive distance learning and offer practical suggestions for implementing virtual instruction programs. Addressing a variety of instructional technologies (e.g., web-based instruction, videoconferencing), the book examines virtual instruction from different perspectives, including economics, sociology, communication, and learning theory. Invaluable to educators and students of teacher education, instructional design, technology, and communication, the book will appeal to anyone involved in or w
