The evaluation seeks to contribute to organization-wide learning by drawing lessons from the multi-year funded resilience projects implemented in the Sahel and Cameroon and making recommendations for future programming. FAO intervened in these countries to strengthen the resilience of vulnerable households affected by the crisis in the Sahel through promoting sustainable livelihood. The evaluation found that the projects contributed to an improvement in animal and agricultural production and strengthened social cohesion among the different communities. The evaluation also found that a multi-year funding mechanism is flexible and allows a transition from a humanitarian to a development approach if used efficiently. In its future programming, FAO should promote an integrated approach, targeting the same beneficiaries and enabling them to engage in productive activities and sustainable natural resource management. In fragile and emergency contexts, FAO should adapt its tools and procedures for more flexibility and adaptive management.

In 1997 the Swedish Ministry for Foreign Affairs elaborated a ‘New Policy for Africa’. Its purpose was to co-ordinate the country’s cultural assistance, trade and development aid to African countries by giving these activities a frame of common goals and an ideological rationale, emphasising ‘partnership’ rather than ‘solidarity’ or ‘aid’. Leading governments undertook extraordinary measures to offset the 2008 economic crisis, shoring up financial institutions, stimulating demand to reverse recession, and rebalancing budgets to alleviate sovereign debt. What are public health services? Countries across Europe understand what they are or what they should include differently. This study describes the experiences of nine countries detailing the ways they have opted to organize and finance public health services and train and employ their public health workforce. It covers England France Germany Italy the Netherlands Slovenia Sweden Poland and the Republic of Moldova and aims to give insights into current practice that will support decision-makers in their efforts to strengthen public health capacities and services. Each country chapter captures the historical background of public health services and the context in which they operate; sets out the main organizational structures; assesses the sources of public health financing and how it is allocated; explains the training and employment of the public health workforce; and analyses existing frameworks for quality and performance assessment. Although much has been written about development assistance to the Third World, nearly all the attention has focused on U.S. programs and policy. The important and growing commitment of European countries--which now collectively account for over half of all development assistance provided by the industrialized nations--has been virtually ignored. European nations, like the u.s., support in principle a “basic needs†focus in their assistance programs, but the strategies they employ reveal a variety of styles and technical approaches, many of which could be useful in improving U.S. aid programs.
