Europe's trade policies matter in global politics. Despite the recent focus on Brazil, India, and particularly China, the European Union remains the world's largest market and trader. Despite its recent economic troubles, Europe remains in a powerful position to shape how globalization is governed. We know surprisingly little about how its trade policy is actually made, because previous works have focused on individual trade policy decisions to the detriment of the 'big picture' of the Union as a trade power. Parochial Global Europe argues that trade policy is composed of multiple, distinct policies. Each presents a distinctive constellation of mobilized societal preferences, pattern of political institutions, and range of government preferences. The balance of economic power between the EU and its trade partner(s) affects the stakes involved. Together these four factors define trade policy sub-systems, which help explain both the EU's objectives and whether it realizes them. The authors advance this argument by analysing the EU's role in the demise of the Doha Round, its use of anti-dumping and pursuit of market access, the trade effects of its single market programme and efforts at regulatory diplomacy, including the launch of the Transatlantic Trade and Investment Partnership negotiations. Parochial Global Europe thus focuses centrally on modern, 21st century trade policy. It also sheds light on the EU as a global actor by analysing its use of trade policy as a tool of foreign policy from promoting development, to encouraging human rights and environmental protection, to punishing security threats.

Exploring the contentious relationship between trade and labour, this book looks at the impact of the EU’s ‘new generation’ free trade agreements on workers. Drawing upon extensive original research, including over 200 interviews with key actors across the EU and its trading partners, it considers the effectiveness of the trade-labour linkage in an era of global value chains. The EU believes trade can work for all, claiming that labour provisions in its free trade agreements ensure that economic growth and high labour standards go hand-in-hand. Yet whether these actually make a difference to workers is strongly contested. This book explains why labour provisions have been profoundly limited in the EU’s agreements with the CARIFORUM group, South Korea and Moldova. It also shows how the provisions were mismatched with the most pressing workplace concerns in the key export industries of sugar, automobiles and clothing, and how these concerns were exacerbated by the agreements’ commercial provisions. Located within the plantation economy model of the “New World Group” of The University of the West Indies, this book explores how the changes in the European Union’s sugar regime impacted a sugar-dependent community in Jamaica. It details how the end of centuries of preferential treatment of Jamaican sugar in the British/European market in 2005 worsened the social and environmental realities of the Monymusk community in Clarendon, Jamaica, which depended on the sugar industry. In describing the response of the Jamaican Government to the changes in the EU Sugar Regime, and the subsequent roll-out of an EU funded adaptation strategy, the author provides some unique perspectives on this process, drawing on his experience as a senior civil servant involved in the process. The book also highlights the continued social and environmental impact on the area since 2015 . The book concludes with a discussion on the empirical findings and how those findings contribute to the debates on the dependency perpetuated by the Plantation Economy Model of development and the failure of neo-liberal influenced government policies, as well as the lack of imagination of post-independent governments to break this dependency and deliver on the promise of independence.
