Research was conducted to develop a system that would identify and evaluate the broad array of factors reflecting the user's and the community's scale of values that should be considered in making an intelligent choice among alternative transportation plans. these factors include physical, aesthetic, social, economic, fiscal, and physical considerations. An extensive literature review was made and concepts are presented of systems analysis as they may be applied to the transportation planning process. The processes are examined and analyzed which are used to make decisions about alternative transportation plans. The regional settlement model is presented which was developed as a general model of the human occupance of any area.
