This timely book makes accessible to a broad audience the ideas, principles and practicalities of establishing effective social protection in Africa. It focuses on the major shift in strategy for tackling hunger and vulnerability, from emergency responses mainly in the form of food transfers to predictable cash transfers to the chronically poorest social groups. This book provides the first comprehensive overview of the history of democracy in Africa and explains why the continent's democratic experiments have so often failed, as well as how they could succeed. This book presents a state of the art in the developing field of social policy in the Middle East and North Africa (MENA) region. It offers an up-to-date conceptual analysis of social policy programmes and discourses in the MENA region by critically reviewing the range of social insurance and social assistance schemes that are currently in existence there. It also analyses and offers suggestions on which of these policies can positively impact the region’s advancement in terms of human development and in addressing social and economic inequalities and exclusion.
This book presents a theory to account for why and when politics revolves around one axis of social cleavage instead of another. It does so by examining the case of Zambia, where people identify themselves either as members of one of the country's seventy-three tribes or as members of one of its four principal language groups. The book accounts for the conditions under which Zambian political competition revolves around tribal differences and under which it revolves around language group differences. Drawing on a simple model of identity choice, it shows that the answer depends on whether the country operates under single-party or multi-party rule. During periods of single-party rule, tribal identities serve as the axis of electoral mobilization and self-identification; during periods of multi-party rule, broader language group identities play this role. The book thus demonstrates how formal institutional rules determine the kinds of social cleavages that matter in politics.
