When are developing countries able to initiate periods of rapid growth and why have so few been able to sustain growth over decades? The growing number of states with weak capacity to carry out basic governance functions is leading to unacceptable levels of human suffering. Using Ethiopia as a case study, this book acknowledges the multidimensional nature of state fragility and highlights the non-political factors that drive it. Overcoming state fragility is one of the most important international development objectives of the 21st century. Many fragile states have turned into failed states, where millions of people are caught in deprivation and seemingly hopeless conditions. Fragile states lack the authority, legitimacy, and capacity that a modern state needs to advance the development of its peoples, and present deep challenges for the design and implementation of development policy. For instance, how is aid to be designed and delivered in a way that will help people in fragile states if their governments lack capacity to absorb and use aid? Large-scale investments in fragile states - in Latin America, Africa, the former Soviet Union and Asia - become magnets for conflict, which undermines business, development and security. International policy responds with regulation, state-building and institutional reform, with poor and often perverse results. Caught up in old ways of thinking about conflict and fragility, and an age-old fight over whether multinational corporations are good or bad for peaceful development, it leaves business-related conflicts in fragile states to multiply and fester. Surveying a new strategic landscape of business and conflict, Brian Ganson and Achim Wennmann conclude that neither company shareholders nor advocates for peaceful development need, or should, accept the growing cost of business-related conflict in fragile states. Much of our understanding of local economic development is based on large urban agglomerations as nodes of innovation and competitive advantage, connecting territories to global value chains. However, this framework cannot so easily be applied to peripheral regions and secondary cities in either the Global South or the North. This book proposes an alternative way of looking at local economic development based on the idea of fragile governance and three variables: associations and networks; learning processes; and leadership and conflict management in six Latin American peripheral regions. The case studies illustrate the challenges of governance in small and intermediate cities in Latin America, and showcase strategies that are being used to achieve a more resilient and territorial vision of local economic development. Small island developing states (SIDS) are characterised by high economic, geographical and social vulnerability. These states are perceived as economically vulnerable, exhibiting poor economic performance, and embedding low levels of achieved well-being on most criteria. SIDS, which occupy very large parts of the world, face idiosyncratic development challenges largely owing to their susceptibility to external shocks. Still, these countries are all too often overlooked in the development research literature. Arising from a UNU-WIDER research project, this book provides in-depth research on the international dimensions of SIDS development experiences. Using a wealth of data, as well as case studies, the main topics examined comprise: aid, policies and growth; the costs of neglect, in terms of losses owing to a country falling into the fragile states group, of that country and those in its region; the composition of trade and the impact of external shocks, and the impact of remittances. The studies jointly provide valuable insights for small islands and other developing countries in the pursuit of sustainable growth and development.
