This is a study of statecraft and nation building in Africa in the post-colonial era. Subjects covered include early years of independence, state legitimacy, constitutional primacy, institutional transformation, autocracy, quest for democracy, national integration, consolidation of the state, and others. It focuses on case studies whose relevance is continental in scope.
At the turn of the twenty-first century, manipulation of the democratic process coupled with preexisting political and economic grievances led to years-long civil wars in Sierra Leone, Liberia, and Côte d'Ivoire. During and after these conflicts, international peacekeeping efforts and humanitarian intervention became the dominant paths for restoring stability by rebuilding the state. Using these three countries as case studies, this manuscript sheds light on internationally driven state building in war-torn West African nations, the problematic nature of the postcolonial state, and the difficulties of securing its people's wellbeing. Connecting peace and conflict, democracy, and international development studies, Bah and Emmanuel argue that there is a clear nexus between the concepts and practices of peace building and statebuilding; that peace building and statebuilding are not domestic matters alone but also matters of global intervention; and that civil wars can be viewed as opportunities for state building through creative postwar partnerships and organization. This study goes beyond the familiar concepts of failed states, R2P, peacekeeping, and peace mediation and introduces and enhances the concepts of state decay, new humanitarianism, people-centered liberalism, and institutional design. In doing so, it provides critical lessons that local and international actors can draw on as they try to figure out practical solutions to the political, economic, and social problems that impede the development of peaceful and democratic multiethnic postcolonial states in Africa and beyond. Applying comparative-historical methods and theory to archival materials and expert interviews, International Statebuilding in West Africa seeks to shift the discourse on civil wars from their causes and implications to the opportunities they provide to rework failed states--and to shift the discourse on African states from their colonial and neocolonial legacies to their shared moral and security interests with the rest of the world.

The challenges facing the nation-state in contemporary Africa are increasingly attracting the attention of scholars interested to understand how the decomposition and recomposition of popular political identities on the continent are affecting the post-colonial unitary project. The studies presented in this volume show that the challenges to the post-colonial nation-state project in Africa have mainly taken ethno-regionalist, religious and separatist forms. These challenges have been shaped by the long drawn-out economic crisis, zero-sum, market-led structural adjustment, and the legacy of decades of political authoritarianism and exclusion that dates from the colonial period. The contributors to this book present different suggestions to promote national unity and a supporting civic identity in Africa.
Explores the dynamics of African masquerades and mask performances on the continent, linking performative expressions to societal characteristics. What is the meaning of masks and masquerades in African traditions and how can we understand their role in rituals and performances? Why do we find masks in some African regions and not in others, and what does this 'mask habitat' say about the general dynamics of masquerades in Africa? Though masks are among the most famous art icons of Africa, exploration of their uses and the way in which they articulate social characteristics of African societies has been underexamined. This book takes an anthropological perspective on the phenomenon of masquerades on the African continent to show how mask rituals are an integral part of African indigenous religions and societies, and are informed by and linked to specific types of social and ecological conditions. Having established the commonalities of mask rituals and a mask typology, the authors look at the varieties of mask performances and the types of rituals in which masks function in rites of passage and in rituals of gender, power, and identity. The following chapters focus on different types of rituals featuring masks, from initiation and death ceremonies to secrecy, kingship, law and war. This open access edited volume offers an analysis of the entangled histories of education and development in twentieth-century Africa. It deals with the plurality of actors that competed and collaborated to formulate educational and developmental paradigms and projects: debating their utility and purpose, pondering their necessity and risk, and evaluating their intended and unintended consequences in colonial and postcolonial moments. Since the late nineteenth century, the “educability” of the native was the subject of several debates and experiments: numerous voices, arguments, and agendas emerged, involving multiple institutions and experts, governmental and non-governmental, religious and laic, operating from the corridors of international organizations to the towns and rural villages of Africa. This plurality of expressions of political, social, cultural, and economic imagination of education and development is at the core of this collective work.
