Liberia has been influenced by the Ebola crisis since 2014, but the economy is now recovering quickly. Still, significant challenges lie ahead. Agriculture, an important sector that employs approximately half of the labor force, still has a weak growth trajectory. Many rural people are not well connected to markets and live below the poverty line. To use limited resources effectively, strategic planning and prioritization of public investment are essential. Particularly, the Ebola crisis revealed the vulnerability of the country's transport connectivity and health systems. This book analyzes the country's transport connectivity, identifying the existing bottlenecks and possible economic potentials. By taking advantage of the country's first-ever georeferenced road network data, the analysis casts light on various aspects of connectivity, such as rural accessibility, market access, access to port and health facilities and multimodal connectivity, including cabotage. It is shown that transport connectivity is crucial to increasing agricultural production, stimulating agglomeration economies, and supporting people's access to health care services. Significant resources are likely to be required to meet the existing gap. The book estimates the financial needs by development objective and discusses important policy issues, including the possibility of public-private partnerships to finance transport infrastructure.

This book contains a set of papers which explore the subject matter of human and planetary health at various angles The year 2015 was a special year in the field of human and planetary health. In that year, the report, produced by the Rockefeller Foundation and the journal The Lancet, called “Safeguarding human health in the Anthropocene epoch: report of The Rockefeller Foundation-Lancet Commission on planetary health” was launched. Also in 2015, the World Health Organization and the Secretariat of the Convention on Biological Diversity published the report “Connecting global priorities: biodiversity and human health: a state of knowledge review” with over 100 contributors, meant to guide future joint actions. Both documents comprehensively address the need for a better understanding of the connections between human health and ecosystems and the risks associated with damages to the integrity of the planet. The period in which humanity finds itself right now, the Anthropocene, is a risk one since mankind is putting the planet under considerable pressure. These elements have led to the emergence of a new field of research, namely planetary health. Planetary health seeks to address a very concrete and urgent contemporary problem, namely the need to understand, quantify, and act in order to reverse the effects of human population growth and the acceleration of socioeconomic activities on the environment and, inter alia, the disturbances in the Earth's natural ecosystems and how these, in turn, impact human health and well-being. Anthropic disturbances in natural ecosystems are characterized by changes in climate, land use, changes in the nitrogen and phosphorus cycle, chemical pollution of soil, water and air, reduction in the availability of drinking water, loss of biodiversity, destruction of the ozone layer, and ocean acidification, among others. In all these areas, there is a perceived need to document and promote examples of initiatives and good practice, which may change current trends. This book addresses this need. It documents experiences, case studies, and projects which explore the connections between human and planetary health and illustrates examples which show the consequences of ecosystemic disturbances to the health and well-being of humanity, with the emergence of new diseases, worsening of infectious diseases and increase in chronic non-communicable diseases related to the deterioration of the current food system, hyper-urbanization, microbial resistance, climate-led migration and zoonoses, among others. Planetary health is a new effort to deal with the question of sustainability and human life on the planet under an increasingly integrative, transdisciplinary, and global perspective, since the problems of this planetary crisis cross geopolitical borders and academic boundaries and affect humanity as a whole. This book provides a contribution to this emerging field. Thanks to its design and the contributions by experts from various areas, it provides a welcome contribution to the literature on planetary health, and it inspires further works in this field.

Beyond the Gap: How Countries Can Afford the Infrastructure They Need while Protecting the Planet aims to shift the debate regarding investment needs away from a simple focus on spending more and toward a focus on spending better on the right objectives, using relevant metrics. It does so by offering a careful and systematic approach to estimating the funding needs to close the service gaps in water and sanitation, transportation, electricity, irrigation, and flood protection. Exploring thousands of scenarios, this report finds that funding needs depend on the service goals and policy choices of low- and middle-income countries and could range anywhere from 2 percent to 8 percent of GDP per year by 2030. Beyond the Gap also identifies a policy mix that will enable countries to achieve key international goals—universal access to water, sanitation, and electricity; greater mobility; improved food security; better protection from floods; and eventual full decarbonization—while limiting spending on new infrastructure to 4.5 percent of GDP per year. Importantly, the exploration of thousands of scenarios shows that infrastructure investment paths compatible with full decarbonization in the second half of the century need not cost more than more-polluting alternatives. Investment needs remain at 2 percent to 8 percent of GDP even when only the decarbonized scenarios are examined. The actual amount depends on the quality and quantity of services targeted, the timing of investments, construction costs, and complementary policies. Finally, investing in infrastructure is not enough; maintaining it also matters. Improving services requires much more than capital expenditure. Ensuring a steady flow of resources for operations and maintenance is a necessary condition for success. Good maintenance also generates substantial savings by reducing the total life-cycle cost of transport and water and sanitation infrastructure by more than 50 percent.

This 2018 Article IV Consultation highlights that Liberia’s economy appears poised for recovery, as growth bottomed out in 2016 and edged to 2.5 percent in 2017. However, Liberia remains fragile with poor living conditions for the majority of the population. Moreover, a decline in aid inflows, which were elevated during 2014–16, has put pressure on the exchange rate and fiscal resources. The government is thus facing the daunting task of pursuing a demanding development agenda in the face of high expectations. Assuming the implementation of sound policies, the medium-term outlook appears favorable. The main upside risk is an increase in commodity prices and output, while downside risks include difficulties in mobilizing resources to fill the financing gap and in pursuing structural and institutional reforms.

Sustainable infrastructure development is vital for Africa s prosperity. And now is the time to begin the transformation. This volume is the culmination of an unprecedented effort to document, analyze, and interpret the full extent of the challenge in developing Sub-Saharan Africa s infrastructure sectors. The book covers the five main economic infrastructure sectors information and communication technology, irrigation, power, transport, and water and sanitation. 'Africa s Infrastructure: A Time for Transformation' reflects the collaboration of a wide array of African regional institutions and development partners under the auspices of the Infrastructure Consortium for Africa. It presents the findings of the Africa Infrastructure Country Diagnostic (AICD), a project launched following a commitment in 2005 by the international community (after the G8 summit at Gleneagles, Scotland) to scale up financial support for infrastructure development in Africa. The lack of reliable information in this area made it difficult to evaluate the success of past interventions, prioritize current allocations, and provide benchmarks for measuring future progress, hence the need for the AICD. Africa s infrastructure sectors lag well behind those of the rest of the world, and the gap is widening. Some of the main policy-relevant findings highlighted in the book include the following: infrastructure in the region is exceptionally expensive, with tariffs being many times higher than those found elsewhere. Inadequate and expensive infrastructure is retarding growth by 2 percentage points each year. Solving the problem will cost over US$90 billion per year, which is more than twice what is being spent in Africa today. However, money alone is not the answer. Prudent policies, wise management, and sound maintenance can improve efficiency, thereby stretching the infrastructure dollar. There is the potential to recover an additional US$17 billion a year from within the existing infrastructure resource envelope simply by improving efficiency. For example, improved revenue collection and utility management could generate US$3.3 billion per year. Regional power trade could reduce annual costs by US$2 billion. And deregulating the trucking industry could reduce freight costs by one-half. So, raising more funds without also tackling inefficiencies would be like pouring water into a leaking bucket. Finally, the power sector and fragile states represent particular challenges. Even if every efficiency in every infrastructure sector could be captured, a substantial funding gap of $31 billion a year would remain. Nevertheless, the African people and economies cannot wait any longer. Now is the time to begin the transformation to sustainable development.

The Pro-Poor Agenda for Prosperity and Development 2018 to 2023 (PAPD) is the second in the series of 5-year National Development Plans (NDP) anticipated under the Liberia Vision 2030 framework. It follows the Agenda for Transformation 2012-2017 (AfT). It is informed as well by lessons learned from the implementation of the Interim Poverty Reduction Strategy 2007 (iPRS) and the Poverty Reduction Strategy (2008-2011). The fundamentals underpinning the PAPD are: i) Liberia is rich in human and natural resources; but ii) is deprived of development largely because its human capital lacks the knowledge to transform the natural resources into wealth—whether through farming, mining, fishing, or other productive ventures that require technology or financial investments.
