The Rubber Workshop was held primarily to help identify priority problems facing the natural rubber industries of Southeast Asia. The focus was on the processes of structural change which had been occurring in the recent past, especially in the two major producing countries, Malaysia and Indonesia. The roles of research, technology, economic trends and policies were examined, with particular emphasis on their implications for the development of the smallholder rubber sectors. Smallholders now produce the bulk of the world's natural rubber whereas the plantation sectors had this distinction less than 25 years ago.
The objective of this study was to evaluate past and current policies and smallholder financing schemes in the palm oil industry in Indonesia and Malaysia. The outcomes of these models for smallholders were also evaluated, in terms of income security, sustainable practices and environmental impact. Finally, financing schemes that could contribute to more sustainable smallholder oil palm development were analyzed, and compared to past and existing schemes. The focus of this study is on oil palm smallholders, who play a crucial role in the palm oil production industry and account for the vast majority of oil palm cultivation in Malaysia, and even more so in Indonesia. A number of past and current financing schemes in Indonesia and Malaysia were evaluated through a literature analysis and field assessment. In Malaysia, the main long-term financing challenges faced by smallholders have been solved by large government-sponsored financing schemes and are, thus, less relevant for the report’s discussion. As such, the case studies regarding current innovative financing schemes are restricted geographically to Indonesia. The report proposes potential models to increase the mobilization of long-term finance to smallholders in the palm oil sector. Furthermore, it identifies and reflects on the key enabling conditions that would help overcome the bottlenecks in smallholder long-term financing and create an enabling environment for sustainable oil palm investments. These are: 1) incentives to meet sustainability requirements including Good Agricultural Practices, RSPO certification and deforestation-free production; 2) land tenure security; 3) improved market linkages between smallholders and mills; 4) support for FSPs to assess and manage risks; and 5) strong and effective smallholder organizations.

Southeast Asia has been portrayed as a key site in the global land grab. Featuring leading scholars in the field, this collection critically examines the nature and extent of land grabbing in Southeast Asia, and seeks to locate this phenomena in broader agrarian and environmental transitions (AET). The individual contributions suggest that there is little evidence of a global land grab in Southeast Asia, but that over the last ten years the surge of plantations and processes of land grabbing has been a key feature in the region. The collection considers how broader AET processes may be brought more clearly into focus by decentring land grabbing, including consideration of its absence as well presence. The diversity of cases in this collection coalesces around the productive tension in land grab studies between global capitalist processes on the one hand, and context-specificity and contingent motivations fuelling the expansion of large-scale plantations for oil palm, rubber, cassava and other cash crops, on the other hand. First published in 1982, this reissue deals with the theory of underdevelopment, as Dr. de Silva attempts a synthesis between the internal and external aspects of underdevelopment and, in the Marxist tradition, focuses on the impact of the external on the internal as the dominant reality. Viewing underdevelopment as a problem in the non-transformation to capitalism, this analysis is in terms of the character of the dominant capital and of the dominant classes. Underdevelopment thus encompasses the ‘traditional’ peasant economy and also the export sector where the ‘modernizing’ influence of colonialism was felt. Malaysia has grown and changed a great deal since it was formed on 16 September 1963. It was then seen as an unlikely nation hastily put together as a federation of British controlled territories in the region. Brunei's refusal to join at the eleventh hour and Singapore's secession before its second birthday only seemed to confirm such doubts.Yet, it has not only survived, but even thrived, often cited as a developing country worthy of emulation.
