Excerpt from Twenty-Second Annual Report of the City of Rochester, New Hampshire: For the Year Ending December 3lst, 1913 The rate of taxation was lower than it has been for several years, although the expenses have been kept within the appropriation. Our schools have increased in number, and the standard of education has been raised. Our city has been kept practically free from contagious diseases, with a meagre appropriation. We have installed an independent fire alarm gong, and have been fortunate in extinguishing our fires. There has been more permanent work done on the high ways and more sidewalks built than has ever been before in any one year. The water has been kept in good condition and the supply unlimited for household purposes. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Excerpt from Seventy-Second Annual Report of the City of Rochester, New Hampshire: For the Fiscal Year Ending December 31, 1963 Four years ago we had plans to improve our City and make it a better place in which to live. We have carried out all those plans, plus facing new problems which have been solved. The City has progressed in an orderly manner in the past four years and some of the decisions that you Councilmen had to make, although not popular, were in the best interest of the City. My special thanks must go to the Democrats who most often voted for the good of the City, and without their co operation we could not have progressed. It has been a distinct pleasure working with this Council, and I wish to thank you all for your courtesy and cooperation. The problems that the incoming Council face are not too numerous with one exception Water Pollution. The State Water Pollution Commission has granted an extension of time until December 20, 1965, which should give plenty of time to make a thorough study in regards to financing this project. I wish to congratulate Mayor Royal H. Edgerly, Sr. And the members of the 1964 Council and wish them a successful administration. To the members of the Old Council, may I once again thank each of you individually and wish you and yours a very happy New Year. Excerpt from Sixty- rst Annual Report of the City of Rochester, New Hampshire: For the Year Ending December 31st, Nineteen Hundred and Fifty-Two In his speech at Faneuil Hall in Boston, Daniel Webster said: Men hang out signs indicative of their respective trades: shoemakers hang out a gigantic shoe, a jeweler a monster watch, and a dentist a gold tooth. But in the mountains of New Hamp shire, Almighty God has hung out a sign to show that here he makes men. It is our duty as city officials to maintain this heritage, as advertised by continuing to provide the facilities necessary to make Rochester not only a progressive city but a community in which one wants to live. The Charter of our city has been amended during the years so that, as of today, we have only four departments. The Fire and Police are departments for the protection of our citizens and those who are guests in this community; our Public Works for the maintenance of our highways, sewers, and the operation of our Water Division; and our Department of Education. Excerpt from Thirty-Second Annual Report of the City of Rochester, New Hampshire: For the Year Ending December 31st, 1923 Gentlemen of the City Council: My address to you today will be brief. The citizens of Rochester have elected you and I to take charge of the City's affairs for the year 1924. I appreciate very much the honor conferred upon me, and I realize the responsibility of my position deeply. The one gratifying feature, however, is to know that you are to share that responsibility with me. I know I speak your mind when I say, "We want to make good," therefore, I plead for unity. With your assistance, your Mayor can accomplish most everything required of him. Without your cooperation his work will be difficult. The tax payers of this City will watch us closely; we will be criticised, but if we are honest with each other and honest with the City, then as this year draws to a close we can look with plasure on the service we have rendered. We live in an age of action; the public demands service; let us continue the good work by helping to make Rochester a larger and more progressive City in which to live. Gentlemen, in the discharge of my duties I pledge to you to do the right as God giveth me to see the light. Excerpt from Sixty-Eighth Annual Report of the City of Rochester, New Hampshire: For the Year Ending December 31, 1959 Today ends one of the finest experiences of my life, working with a fine City Council, trying to make Rochester a better city to live in. In the four years I have been your Mayor, we have ac complished many things, such as building up the Public Works Department, revamping our tax structure, building parking lots and a street building program that, if continued, will presently hard surface all roads in the entire city. We have a Recreation Program that, if continued, will surpass any other in the entire state. Our school system is in a troubled spot, one school having been built within the last four years and new classrooms needed soon, plus replacement of some of our older antiquated schools. There are many problems facing the new administration and I wish to congratulate Mayor John Meader, and I am sure that under his administration, progress will continue. Again I wish to thank you gentlemen for being so kind and understanding and wish you all the best during the next two years. Excerpt from Sixty-Ninth Annual Report of the City of Rochester, New Hampshire: For the Year Ending December 31, 1960 We have as our primary concern all the citizens of Roches ter. The elections are over and we should forget them. Let us all remember that we were elected to serve all the people. It should be kept constantly in mind that future proposals should be measured by the yardstick whether or not this is good for the entire city and not for the benefit of a special few. As the holding of our present tax rate is of major concern to all of us, we should endeavor to trim our expenditures to meet revenue income. The efficiency and equity of our assessment can be improved by having a full time assessor. I trust that you will give this important question a great deal of consideration. The Industrial Committee has made great progress and this vital program should be continued for our mutual benefit. The Planning Board has assumed great importance during the past year. As the program ends in April, I believe we should continue it with a part or full time director. The Public Works Department has its many problems. There is always need to replace equipment and a penny wise and pound foolish program is not workable, as we have seen.
