This report on Federal Energy Management for Fiscal year (FY) 1992 provides information on energy consumption in Federal buildings and operations and documents activities conducted by Federal agencies to meet the statutory requirements of Title V, Part 3, of the National Energy Conservation Policy Act (NECPA), as amended, 42 U.S.C. 8251-8261, and Title VIII of NECPA, 42 U.S.C. 8287-8287b. This report also describes the energy conservation and management activities of the Federal Government under the authorization of section 381 of the Energy Policy and Conservation Act (EPCA), as amended, 42 U.S.C. 6361. Implementation activities undertaken during FY 1992 by the Federal agencies under Executive Order 12759 on Federal Energy Management are also described in this report.

The State Energy Conservation Program was established on December 22, 1975, by the Energy Policy and Conservation Act(EPCA)(P.L. 94-163). The enabling legislation, Part C of Title III of the Act, was subsequently amended on August 14,1976, by Part B of Title IV the Energy Conservation and Production Act (ECPA) (P.L.94-385) and currently consists of Sections 361 through 367 (42 U.S.C. 6321-6327) as shown in Appendix A of this report. The State Energy Conservation Program, administered by the Department of Energy (DOE), provides a means by which any State may voluntarily enter into a cooperative effort with the Federal Government to further that State's energy conservation efforts. Under this program, a State may elect to develop and implement a comprehensive State energy conservation plan designed to achieve scheduled progress toward a specific energy conservation goal for the year 1980. The Federal Government, in turn, provides to each participating State both technical assistance and financial support. All of the fifty States, the District of Columbia, Puerto Rico, Guam, American Samoa, the Virgin Islands and the Trust Territory of the Pacific --a total of 56 jurisdictions --are eligible to participate in the program.
