This book meets the needs of teachers and students of agriculture and rural development project and programme planning, planners employed by governments in developing countries and by external financing agencies. Project planners must understand the aspirations of rural families and their local leaders, the national development and sector planning goals and policies of their governments and the development goals and policy priorities perceived by external financing agencies in relation to their countries. These areas are not always consistent and trade-offs may be required. However it is recognised that poor project planning is a major constraint to the sustainable realization of project and programme objectives and sector goals. Illustrated with case studies and logical framework matrices, this book presents well-established and relatively new practices followed in the context of agriculture and rural development project and programme planning. Although based on experiences gained in Africa, the issues described are relevant to planning problems encountered in other developing regions of the world. It addresses the main factors which affect the success of planning such as a government's ability to guarantee macro-economic stability and sound sector development policies; the shift from 'top-down', bureaucratic to 'bottom-up', participatory planning approaches and the roles played by external financing agencies. This handbook examines agricultural and rural development in Africa from theoretical, empirical and policy stand points. It discusses the challenges of the United Nations Sustainable Development Goals (SDGs) and assesses how poverty and other development concerns can be addressed in rural communities through agricultural transformation. The complex and dynamic interlinks between natural resource management (NRM) and development have long been recognized by national and international research and development organizations and have generated voluminous literature. However, much of what is available in the form of university course books, practical learning manuals and reference materials in NRM is based on experiences from outside Africa. Managing Natural Resources for Development in Africa: A Resource Book provides an understanding of the various levels at which NRM issues occur and are being addressed scientifically, economically, socially and politically. The book's nine chapters present state-of-the-art perspectives within a holistic African context. The book systematically navigates the tricky landscape of integrated NRM, with special reference to Eastern and Southern Africa, against the backdrop of prevailing local, national, regional and global social, economic and environmental challenges. The authors' wide experience, the rich references made to emerging challenges and opportunities, and the presentation of different tools, principles, approaches, case studies and processes make the book a rich and valuable one-stop resource for postgraduate students, researchers, policymakers and NRM practitioners. At least fifty years of projects aimed at the rural poor in Africa have had very little impact. Up to half of the children of these countries are still suffering from stunting and malnutrition. Soil degradation and poor crop yields are ubiquitous. Projects are almost always aimed at helping local people to solve their problems by growing for the market. In some countries, projects link poor villagers into cooperatives to produce a commercial output. In other countries, projects target more competent entrepreneurial villagers. Almost all these projects fail after several years. Even those that are successful make few inroads into the problems. While the slogan 'feeding the farmers first' comes from the Philippines, it is particularly applicable to much of Africa, where household food security can come from household production. This book explains how projects can be designed that increase food security through subsistence production. Focusing on particular people and projects, it gives a sociological analysis of why this is so difficult to manage. This book challenges the models promoted by academics in the field of development studies and argues against the strategies adopted by most donor organizations and government bodies.It explains why commercial projects have been so ubiquitous even though they rarely work. The scenario is dotted not only with old and new wounds but also with innovative strategies in an attempt to overcome existing delays. The chapters of the book are composed of scenarios full of case studies. The plans to be adopted to help the countries that have lagged behind fueled an intense debate since the obstacles to development, as evidenced by the extensive scientific literature available, now appeared to be the realities present in the socio-economic structures of a large number of villages. Although the data available are still few, it is assumed that the Covid-19 pandemic will make a landscape already full of criticalities even more fragile.
