The subjects inquired into by Canadian federal royal commissions have ranged over such a wide field that the reports and special studies prepared by the 400 commissions since Confederation have become an essential part of any research in Canadian studies. In many cases the special studies which are always prepared by the best experts available stand as the most important works ever to appear on a given subject. For example, the studies used by the Royal Commission on Dominion-Provincial Relations (1937-1940) are still used as required reading in both graduate and undergraduate university courses almost thirty years later. In the author's work as Government Documents Librarian, he witnesses the daily use of royal commission material. The importance attached to royal commission documents and the considerable difficulty in locating many of the earlier reports let Henderson to undertake the compilation of this checklist four years ago.
This is a comprehensive primary reference to a rich and often neglected storehouse of information on Canada's educational background. As the boundary between full-fledged royal commissions and other official governmental inquiries is not always clear -- and many legislative committee inquiries and special department of education investigations have been as significant in educational development as regular commissions -- Goulson has included all major ministerial-level governmental inquiries in Canadian education between 1787 and 1978. More than 300 inquiries are included, among them general, special interest, judicial, legislative, parliamentary, and other governmental committees. The information provided for each includes the type of commission or committee, its size, chairman, purpose, dates of appointment and reporting, and primary source references, as well as a selection of its major conclusions and/or recommendations. Official governmental records and documents including the Reports themselves, Legislative Journals, House Debates and Hansard, Sessional Papers, Statutes, and Department of Education records were used as the resource base. This volume will be of specific interest to teachers and students of the history of education, and most educators, no matter what their fields, will find it useful.
In A History of Canadian Economic Thought, Robin Neill relates the evolution of economic theory in Canada to the particular geographical and political features of the country. History provides some interesting case studies of what happens when trade barriers come down. Among them is the story told in this book of Newfoundland's integration into Canada in the aftermath of the province's 1948 referendum. Raymond B. Blake takes a refreshing approach to this episode in Canadian history, avoiding the old shibboleths of conspiracy and local nationalism, and instead making a down-to-earth study of economic and political events. Canadians at Last explores the efforts of the many Canadians and Newfoundlanders who tried to make Confederation work. Blake argues that Canada wanted union, to remove any uncertainty in its dealings with Newfoundland over civil aviation, defence, and trade. Newfoundland opted for union largely because Canada's burgeoning social welfare system promised a more secure existence. Investigating the complex problems they encountered, Blake details changes in trade, fishing, and manufacturing and in the political process in Newfoundland. He also looks at the introduction and impact of social programs, and the terms of the US military presence there. Finally, he demonstrates that by 1957 Newfoundland's integration into Canada was essentially complete; it was being treated the same as the other provinces, subject to the terms of union. By beginning with the 1949 Confederation rather than the activities leading up to it, and by thoroughly documenting areas of agreement, contention, and neglect, Blake writes a solid, contemporary history of Newfoundland's integration into Canada. Virtually the only complete academic treatment of this subject, Canadians at Last offers much basic information that so far has not been made available.
