This Expo book brings together leading academic and policymaker experts to reflect on the significant challenges faced by lagging regions in participating in the European Union’s Research and Innovation Strategies for Smart Specialisation (RIS3) programme. In doing so, the book offers a set of new policy recommendations on the design and implementation of appropriate Smart Specialisation Strategies (S3) in lagging regions, which may enable them to benefit from the opportunities of digitalisation and Industry 4.0 (I4.0).
Productive transformation requires seizing the opportunities available and opening new ones in a competitive world. Rethinking Productive Development examines the market failures impeding transformation and the government failures that may make the policy remedies worse than the market illness. To address market failures, the authors propose a simple conceptual framework based on the scope and nature of the policy approach. They then systematically analyze country policies through this lens in key areas such as innovation, new firms, financing, human capital, and internationalization to show the power of this way of thinking. Still, the book warns that policymakers cannot be sure what the right policy interventions are and must set up a process to discover them that calls for public-private collaboration. Recognizing that the risk of capture needs to be checked and that even the best policies will fail without the technical, organizational, and political capacity to implement them, the book concludes with ideas on how to design institutions fostering the right incentives and how to grow public sector capabilities over time.
We discuss regional disparities in economic performance and living standards. We first set out some key facts, and provide a conceptual framework to help analyze whether such disparities are efficient, or instead reflect market and/or policy failures. We examine whether policy attempts to reduce regional disparities necessarily involve a trade-off between equity and efficiency. We then investigate whether policymakers should focus on boosting the economic performance of lagging regions—or, conversely, accept the presence of regional disparities, and instead assist households in lagging regions through transfer payments, investments in education, health, and other basic services, and by facilitating out-migration.
Research on the topic of clusters and industrial districts is very extensive. However, most of it has focused more on understanding the past than on trying to map out the future. The aim of this book is to fill this gap by identifying and discussing the main research topics that populate the current scientific debate and highlight the emergent lines of research that will constitute the future research agenda. It does so by drawing on the debate started with the "rethinking clusters" workshops, which in a short time have become a rich place for discussion among cluster scholars around the world. Rethinking Clusters: Towards a New Research Agenda for Cluster Research collects contributions from authoritative colleagues, who cover a number of relevant and timely issues, such as the territorial roots of radical innovation processes, new ways of understanding and measuring the role of place in economic development, path renewal, internationalization and entrepreneurship. The final section is devoted to the critical analysis of policies that support smart specialization. The chapters in this book were originally published as a special issue of the journal European Planning Studies.
This volume discusses how different geographical spaces can enhance or hinder the capacity of a variety of organizational settings to achieve economic value creation in the pursuit of sustainable regional development. In order to provide the most comprehensive picture of new sources of value creation for sustainable transitions, the book collects contributions that tackle this issue from a variety of perspectives, and adopts a systemic approach where macro, meso and micro-levels of analysis are intertwined in three sections. This multidisciplinary and interdisciplinary approach comes from scholars operating in the fields of planning, economic geography, social entrepreneurship and organizational management. The first section of the book adopts a macro-level approach linking sustainability to the regional development theme, and addresses how organizations work between different social interests to produce outcomes not previously realized. While there has been a remarkable decline in inequality in OECD countries, inequality among regions within certain countries has increased over the same time period. Regions that narrowed productivity gaps tended to benefit from economically vibrant tradable sectors and integration with well-functioning cities. This report considers in detail the role of the tradable sector as a driver of productivity growth and its relationship with employment. It addresses the possible risks of a growing tradable sector and how diversification is central to strengthening regional economic resilience.
