In 1997 the Swedish Ministry for Foreign Affairs elaborated a ‘New Policy for Africa’. Its purpose was to co-ordinate the country’s cultural assistance, trade and development aid to African countries by giving these activities a frame of common goals and an ideological rationale, emphasising ‘partnership’ rather than ‘solidarity’ or ‘aid’. This paper analyses the metaphors and paradoxes of the rhetorical draping of the policy as presented in the main report and the speeches of various officials. Of particular concern is what image of moral and reciprocal relations the policy mediates.

Science and technology have long been considered key for development, problem solving and education in low-income countries, and Sweden has been at the forefront of efforts in this area, as one of the first countries to formalize research aid. This book analyses how the Swedish Agency for Research Cooperation with Developing Countries (Sarec) and the Swedish International Development Cooperation Agency (Sida) have worked to promote science in low-income countries. In doing so, the book tackles challenging questions around whose knowledges and capacities count, who sets the research agenda, how knowledge resources are distributed, and how complex donor–recipient relationships serve both to address and inflate these issues. Through a discursive analysis of policy material and interviews with former directors at Sarec and Sida as well as other key persons, the book traces how perceptions of the relationship between research and development have shifted over the last five decades. Decolonial Sweden exposes the social and political relevance of European colonialism to Sweden and its place in the world. In the wake of 9/11 and the 'War on Terror', transnational Muslim NGOs have too often been perceived as illegitimate fronts for global militant networks such as al-Qaeda or as backers of national political parties and resistance groups in Palestine, Afghanistan and elsewhere. Yet clearly there is more to transnational Muslim NGOs. Most are legitimate providers of aid to the world's poor, although their assistance may sometimes differ substantially from that of secular NGOs in the West. Using examples from Poland, Elżbieta Drążkiewicz explores the question of why states become donors and individuals decide to share their wealth with others through foreign aid. She comes to the conclusion that the concept of foreign aid requires the establishment of a specific moral economy which links national ideologies and local cultures of charitable giving with broader ideas about the global political economy. It is through these processes that faith in foreign aid interventions as a solution to global issues is generated. The book also explores the relationship linking a state institution with its NGO partners, as well as international players such as the EU or OECD.
From 24 to 26 February 2002, the Hanns Seidel Foun-dation, based in Germany, came together in Dar es Salaam with African counterparts for its annual workshop.
