A detailed plan is presented for evaluation of the residential energy conservation programs offered by the Bonneville Power Administration (BPA) to the utilities in its four-state region. The steps suggested to conduct a comprehensive evaluation of the program are concisely stated, and include: evaluation planning, data collection and processing, analysis of evaluation issues (energy savings, cost-effectiveness, differences between participants and nonparticipants, and comparison of heat loss methodology results with data), and evaluation outputs.
